The 2010 California governor’s race is just around the corner. Barring a dramatic change, Jerry Brown has already clinched the Democratic nomination. And unless Steve Poizner gets his act together or Tom Campbell comes into an unexpected trove of cash, Meg Whitman will be the GOP nominee.

The stage will then be set for a high-stakes November showdown between two Northern California celebrities to succeed Arnold Schwarzenegger.

But another issue on the same ballot may have a greater impact on California’s future than who is elected governor. If enough valid signatures are collected to qualify, California voters could be calling a constitutional convention to reform state government.

God knows the Capitol desperately needs reform. I certainly think so. That’s why I recently signed on to help lead a citizen’s movement to change it. Have you noticed that it doesn’t seem to matter who is elected because the system they are called upon to manage is dysfunctional, broken down or corrupt?

Californians thought they were electing a true independent when they recalled Gray Davis and installed Schwarzenegger as governor.

Disgusted with his handling of the state budget, voters rode Davis out of town on a rail. But the star that displaced him on the political marquee has headlined in multiple billion-dollar budget dramas that far outpace anything Californians endured during the Davis years.

In truth, Schwarzenegger is a hard-working, intelligent, charismatic public servant trapped in a Sacramento sinkhole; it would swallow up even George Washington, Thomas Jefferson and the rest of the founding fathers.

California is no ordinary state. The frontier region of the 1870s has matriculated into America’s largest state, the world’s entertainment capital, high-tech epicenter and agricultural bread basket. We are a virtual nation-state, boasting the world’s eighth largest economy.

And yet we’re operating with a constitution written in 1878 that has been hacked and distorted beyond recognition. Our constitution is the third longest in the world and has been amended more than 500 times. Why does California’s constitution require 80,000 words when the finest such document ever written – the United States Constitution – contains only 4,500?

We can send the best people to Sacramento, but if the system they work within is inherently dysfunctional, how can we expect to enjoy a functional government?

After years of annual budget shortfalls and budget melodrama, 2009 brought a $20-plus billion gap between revenues and projected expenditures. For months, the state that once symbolized opportunity, invention and a spirit of enterprise became an international symbol of bloated government and failed promise.

Now comes the dark sequel: a $36 billion deficit forecast over the next 18 months, which will add to the pain of a 12 percent unemployment rate and stall the recovery of America’s most important regional economy.

But the budget would only be one item on the agenda of a constitutional convention.

Why are legislators less important than lobbyists in Sacramento? The iconic early 20th century editorial cartoon showing lobbyist Artie Samish dangling the legislature by puppet strings is still true. The convention would take a hard look at this institutional scandal.

Talk to your local city council member or your elected county supervisor and chances are they’re both fuming at Sacramento for balancing the state budget by stealing money from schools, police, fire and other locally funded services. The constitutional convention might rebalance power between state and local government so vital services cannot be held hostage.

Do we really need more than 4,000 governmental jurisdictions in California? It’s time to hit the reset button. Only constitutional change can rewrite the rules and impose discipline.

Every election features candidates spouting the same stale messages in their quest for office. Next year, however, Californians will have the opportunity to empower themselves. With a vote for the constitutional convention, citizens can take back their government, restore sanity to Sacramento and renew the fading California Dream.

I'm a lifelong Democrat but I will not vote for Jerry Brown. Time to give some attention to the Green Party candidates to at least send a message to the Dems that they can't give us corrupt candidates who have no plan to turn California around.

Mr. Reilly knows that the Bay Area Council is funding the Repair California effort to stage a Corporate takeover of California. Repair California is far from a "Citizens" grassroots effort. This move is not bottom up but top down reform financed by Chevron, ATT, Bank of America, the Federal Reserve Bank of San Francisco and others to seize the commonwealth of the State of California.

The "Derivative Formula" in the black letter law of the Repair California Initiatives establishes SELECTED DELEGATES thru a very complex and obscure formula that skews the delegates to a strong majority of very conservative controlled County and local Governments, and defeats all progressive population majorities in the counties of the Bay Area and the densely populated Southern California Metropolitan Areas. This is a totally deceptive plan, which will deliver a 55% to 60% delegate majority to the California Republican Party, now a 25% party in terms of registered California Voters.

The "Limited Topic" plan, again n the black letter law of the Repair California Initiatives establishes barriers against changing failure of California to capture any revenue from all Oil pumped from our State. For 130 years, the Standard Oil Company of California (now Chevron) has blocked any royalty on oil pumped from California. Texas and Alaska fund and run their State Governments on these oil revenues. The Repair California plan will continue to block needed money for our schools (K-12 and State Higher Education Systems). The Repair California Initiatives will block needed Prison Reform, block the End of the Failed War on Drugs by ending the Prohibition, and block any changes to the Corporate Welfare Loophole in Prop 13. Repair California has a Corporate backed and Republican funded BAD PLAN.

Furthermore, the "Open Convention" proposed, rather than a "Sequestered Convention" means that the Corporate Lobbyists and Corporate Lawyers can monitor and control the work of the Convention on a day to day basis. California will get raped.

These clear reasons are why all Progressives in California must rally to support the only democratic alternative now before the voters for signatures being promoted by the California Action Network:

If the California Action Network is not successful in qualification for the November 2010 ballot, we must organize to block Repair California and the opaque attempt by the largest corporations in the world in their attempt to stage a corporate takeover of our wealth held in common known still as out State of California.

Either a House or Senate bill, that releases millions of foreign workers into our country, will devastate the public safety net. As it is now--California--a SANCTUARY STATE--is under constant bombardment to support uncounted numbers of foreign invaders on the health care, education and penal system. America's largest population of illegal immigrants, California bears a huge cost to provide basic human services for this fast growing, illegal low-income segment of its population. A new study from the Federation for American Immigration Reform (FAIR) examines the costs of education, health care and incarceration of illegal aliens, and concludes that the costs to Californians is $10.5 billion annually. California voters rebelled and overwhelmingly passed Proposition 187, which sought to limit liability for mass illegal immigration. Since then, state and local governments have blatantly ignored the wishes of the voters and continued to pay out publicly financed benefits on illegal families. Prop 187 was brought before Judge Mariana Pfaelzer, who in November 1997 found the law to be unconstitutional. Governor Wilson appealed the ruling, which brought the case to the federal Ninth Circuit Court of Appeals. (who are extremist Liberals) In 1999, newly elected Democratic Governor Gray Davis had the case brought before mediation, and then intentionally dropped the appeals process before the courts, effectively killing the law so it--NEVER--reached the Supreme Court. Dan Stein, President of FAIR stated, "California's addiction to 'cheap' illegal alien labor is bankrupting the state and posing enormous burdens on the state's SHRINKING MIDDLE CLASS TAX BASE," he added "Most Californians, who have seen their taxes increase while public services deteriorate, already know the impact that mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become. After these fiscal numbers were released, there seem to be an intentional reluctance to offer costs for both legal and illegal immigrant cost to the US taxpayer.

"This is owing to a Sacramento Liberal Assembly, which has edged the state to near bankruptcy. Only by the interruption of multi-millions of American citizens, legal residents and congregations of anti-illegal immigration groups will America prevail. The last 1986 Immigration bill was never aggressively enforced, that is why millions of illegal immigrants roam freely throughout America? The blame can be placed upon previous administrations as they have always been in collusion with the business, including Wall Street that is the real mechanism that governs our country? That is--WHY--we are taxed to subsidize--CORPORATE WELFARE--with incredulous numbers of lowly paid illegal wages and no benefits. THIS IS ALL ABOUT CORPORATE GREED and the complete indifference to the AMERICAN WORKERS SURVIVAL AND AN OVERPOPULATION FUTURE.

In a study from the National Bureau of Economic Research, based on the Census Bureau’s Survey of Income and Program Participation, analyzed the cost of immigrants based on their specific use of (means-tested) welfare entitlements (both direct and indirect), and revealed that the total immigrant receipt of benefits in--1996--came to $180 billion. THAT IS $ ONE HUNDRED & EIGHTY BILLION IN 1996? WHAT ARE THE EXPENDITURES NOW? Today's costs if audited would support some foreign governments treasuries. Obama and his army of pro-illegal worker lobbyist, faith groups, unions, anti-sovereignty Caucuses, to adjoin and undermine our voting system, by organizing huge numbers who will automatically vote in favor of the Democratic party.

There are thousands of pro-sovereignty, anti-illegal immigration organizations that are fighting to halt another demented AMNESTY. So if what President Obama has stated that he will approve a so-called Comprehensive Immigration Reform bill, with the approval of the Democratic Party leadership will be a devastating Armageddon. Last Tuesday, December 15, Congressman Luis V. Gutierrez introduced this proposed law, called the Comprehensive Immigration Reform for America’s Security and Prosperity Act of 2009 (CIR ASAP).More than ever before it would be to the advantage of all the Anti-AMNESTY groups to unify and mobilize every organizations such as NUMBERSUSA, FAIR, CAPSWEB, ALIPAC, AMERICAN PATROL, JUDICIAL WATCH and every opponent group to join a massive build-up against this dark foreboding issue. Most of the American population has absolutely no conception of the implication surrounding this outrageous bill. But any bill legalizing foreign nationals who have scorned our laws is unconstitutional, without THE PEOPLE'S absolute permission.

The millions of illegal people here would pay small fine of $500.00 dollars, learn English and pass a criminal background check. The law suggested stripping police officers of their federally-sanctioned (287 g) powers that detains individuals for immigration and visa violations, according to The Chicago Tribune. Sen. Harry Reid, Pelosi, Napolitano, Schumer and others know that our only true deterrent E-Verify will be obsolete? This is just for those 20 to 30 million illegal aliens and families who live within this nation borders now. Even more millions will be waiting outside the borders, ready to make the rush for US soil, before the president signs the AMNESTY (CIR ASAP) document. THAT WILL BE THE HIGHEST PINNACLE OF MADNESS, FORCED UPON THE AMERICAN WORKER. THEY WILL HAVE TO COMPETE WITH THOSE ALREADY HERE AND THOSE WHO SUDDENLY SWARM INTO AMERICA. All these destitute, unskilled people will need food, housing and welfare support to exist in our society.
