The Human Cost of the Salmon Crisis

It’s not exaggerating to say that salmon are my life. As an engineer, I hold numerous patents for salmon tackle. My company, Pro-Troll Products in Concord, specializes in equipment designed especially for salmon angling. I’ve spent the last 30 years fishing for salmon, teaching other people how to fish for salmon, thinking about salmon and volunteering my time and money to organizations dedicated to sustaining these most noble—and delicious -- of fish.

I like to think I know quite a bit about salmon, but I admit I’m no biologist. However, I’m familiar enough with the subject to know good fisheries science when I see it. For the last couple of years, I’ve been compiling and analyzing the data included in the National Marine Fisheries Service’s 2009 “biological opinion” for California salmon. This report consists of 800 pages, with 1,500 pages of addenda. Unless you’re a salmon fanatic like me, reading it can be a daunting exercise.

But if eating fresh, local salmon, maintaining a healthy Bay and Delta and supporting the commercial fishermen and small business owners who depend on the salmon fishery are important to you, this report is compelling stuff. It’s by far the best available science on California’s salmon, and it tells us in no uncertain terms what we have to do to save the state’s beleaguered runs.

The Sacramento Valley’s fall-run salmon have experienced catastrophic declines over the past eight years, falling from 769,000 returning adult fish in 2002 to 39,000 in 2009. The NMFS report addresses several factors in this horrendous free fall, but you don’t have to dig very deep into the data to root out the primary culprit: the huge state and federal pumps near Tracy that send water south.

Basically, water comes down the Sacramento River into the Delta, where it is shunted to the Tracy pumps via a diversion structure at Walnut Grove known as the Delta cross-channel. Some of this water goes to south state cities, but most of it irrigates a handful of huge corporate farms in the western San Joaquin Valley. Moreover, these agribusiness enterprises don’t pay what you or I pay for our water; they get it at heavily subsidized rates, paying a fraction of the cost cities are forced to pay.

From January through June, young salmon – known as smolts – migrate down the Sacramento River, heading for the open ocean. NMFS found that when the cross-channel gates are open during this period, fully 50 percent of the smolts are pulled into the Central Delta. There is no cover for these young fish in this region, and they die wholesale, eaten by predators or ground into fish burger at the pumps. A compilation of the NMFS data shows that only eight percent of the original migrating smolts make it to the ocean when the cross-channel gates are open and the pumps are running full-bore. If this degree of loss is sustained, the salmon will never recover. Since 2004, pumping in the Delta has ramped up to over six million acre feet a year. This is a tremendous amount of water. More than half of the water that falls in the vast Bay-Delta watershed is diverted before it makes its way to the Golden Gate. It is no coincidence that salmon numbers crashed during the same period. The Fishery Service’s biological opinion is very clear on this point: to save the salmon, pumping must be moderated when smolts are in the Delta. Pumping in the Delta was only recently reduced to save the endangered Delta smelt. But Central Valley agribusiness interests continue to try to block these protections in the courts and in Congress. We need to follow the recommendations specifically spelled out in the biological opinion.

At the request of Central Valley growers, Senator Dianne Feinstein requested a review of the science supporting fisheries protections by the National Academy of Sciences. Candidly, I would be deeply surprised if the NAS found that the biological opinion has holes in it big enough to allow more pumping -- the research is so sound I am convinced it will withstand any objective peer review. But politics are another matter. We will win the science battle when it comes to salmon, but we could still lose the war due to political pressure. The salmon are on the ropes, and so are the people who depend on them for their livelihoods, food and recreation.

A recent economic study done for The American Sportfishing Association by Southwick and Associates using all available government data confirmed that 23,000 jobs have been lost due to the salmon season closures. These were jobs based on a sustainable resource, and we need them back. California’s citizens must do everything possible to ensure their wild salmon fisheries are not sacrificed to support environmentally destructive, highly subsidized corporate agriculture in the western San Joaquin Valley.

Everyone assumes that more water went to agriculture as a result of increased pumping from 2000-2004. My question is, didn't that increase in water actually go to SoCal? Because farmers have actually been giving up water now for 18 years for the Smelt. If it was SoCal that received the increase of water, then isn't agriculture unfairly paying for SoCal's sins?

By the way, it is not as subsidized as you think. The only subsidy we get is for the infrastructure. We still have to pay for the infrastructure and administration even when we don't get any water.
