Mass Teacher Layoffs Loom Again For California Schools

This time last year, in the wake of the Legislature's decision to slash $9 billion from the K-12 education budget, schools sent out nearly 30,000 layoff notices to teachers. In the end, most of those teachers were indeed laid off, though a significant number were rehired on one-year temporary contracts. Federal stimulus funds helped make that happen, but even so, the impact to schools was devastating. Class sizes have soared, some districts have closed entire schools (such as the elementary school three blocks from my apartment), and others have gone to a 4-day week.
With no renewal of federal stimulus funds for education in sight, and with the prospect of further education cuts at the state level, districts are gearing up again to make mass teacher layoffs. SF schools plan to fire 10% of their teachers and support staff:
District officials said the list is long given the mind-boggling $113 million budget shortfall expected over the next two years, a deficit requiring huge cuts to staffing and programs. It includes full-time and part-time employees representing nearly 800 full-time teaching and administrative positions for the most part. It doesn't include such workers as clerks or school secretaries, who don't have to be notified by the deadline.
Sacramento area schools face similar cuts particularly in the absence of federal stimulus dollars:
Understandably, the federal stimulus money was a godsend to the districts. Elk Grove Unified - the area's largest district - used $26 million of its $39.5 million in stimulus funds to save the jobs of teachers, counselors, library technicians, vice principals and administrative assistants.
Officials from Sacramento City Unified spent about half of the district's $43.3 million share to save jobs. The district spent another $1.5 million to keep Mark Hopkins Elementary open for another year and nearly the entire balance to offset other budget reductions.
Twin Rivers Unified School District reported saving 109 teaching jobs with some of its $19 million in stimulus funds. San Juan Unified School District spent at least $19 million of its $34.5 million to retain positions.
So far the Obama Administration has not yet moved to extend or even expand the education stimulus funds. And despite polling that shows Californians would pay higher taxes to avoid these cuts, so far nobody has yet come forward to propose following Oregon's lead and taxing the rich and large corporations in order to avoid the destruction of our schools.
The collapse of California's education system is going to generate more and more attention and activism over the coming year, as it hits a broad cross-section of California very hard. It therefore creates a political opportunity for progressives to act to restore our schools and ensure our children have a future in this state.

Feb. 25 (Bloomberg) -- California’s Assembly passed a bill allowing it to delay payments to programs including schools to avoid running out of cash, a move aimed at boosting confidence in bonds sold by the most-populous U.S. state.
The passage comes a day after Treasurer Bill Lockyer told lawmakers the bill was needed to send a signal to investors that California is taking steps to adequately manage its cash as it faces budget deficits through June 2011. Lockyer postponed a $2 billion sale that was set for next week after the bill initially stalled in the Assembly.
With the most populous state facing a $20 billion budget deficit, lawmakers need to send “a signal to the capital markets that California is managing its cash competently,” Lockyer said.
California has the lowest credit rating among U.S. states after Standard & Poor’s reduced its grade one level to A-, the fourth-lowest investment grade rating, in January. Moody’s Investors Service today assigned a rating of Baa1, the third- lowest investment grade rating, on the $2 billion of tax-exempt bonds set for sale.
“Our credit rating is worse than Kazakhstan,” Lockyer said.
The high tax-high benefit model has collapsed, partly due to the economy, partly due to bloated government worker salaries and pensions.
The reasonable thing to do would be to cut all state employee wages by 30%, but since they constitute the fourth rail of politics, that isn't going to happen. Unfortunately, you can't pay them without tax revenue either, leaving layoffs as the only option.
We need to renegotiate all state employee union contracts or - better yet - make California a Taft-Hartley 14b state and refuse to allow state employees to unionize.
The financial conditions are getting worse day by day this huge layoff will hurt main families who reside on those income , i like the point in the above comment that the government are spending more on jail system and less on education.HTML Menu
It is interesting to watch the state slash education while actually expanding its prison and jail system. I must be alone in considering such a policy insane and vastly counterproductive to society. I was not surprised to learn California state prisons were closing their education programs, but was shocked to learn that brand new text books and other educational equipment were being thrown in the trash! I guess with a 10.6 billion dollar budget and no oversight you can do what ever you please. The California legislature has no plans on considering a sentencing commission or rolling back the tough on crime laws that grew the prison system 500%. I guess teachers could become prison guards? Heck you won’t need that fancy education, just a GED and no felonies. And 1 in 10 will earn over $100,000.00. Crazy me to think rolling back outrageously long sentences and reducing the prison population might save the state money to put into education that might reduce crime even more? Never mind, it was a stupid idea!
Those who had been laid off are suffering from same dilemma , the financial problem. Financial constraint is just one of the major source of anxiety of most of us, and hopefully the government will do something with the looming lay off cases. One of the worst things for a friendship or family relationship can be asking to borrow money. (I think Mark Twain said something about that.) Borrowing money from loved ones, family, can put strains on your relationship if you fall short in repaying them – and it might be better to not take the chance if possible. You might be better off using cash advances or payday loans if you have an emergency expense, or perhaps try adjusting your budget to increase savings or cash flow – a sparser spending pattern instead of strained relations is a better outcome.
