Cal Grant Program is Vital to the Education of Underprivileged Students

Limiting the grant awards during this unprecedented economic downturn is the right thing to do. Eliminating the Commission ..... is a recipe for failure.

That is about the stupidest comment I have recently seen. It's OK to actually take the money away from the ones that it is designed to help, but it is NOT OK to get rid of the overhead that could be saved by doing so.

This goes to the heart of something that has been made clear in this whole process. What seems of most concern here is NOT the people of California, it is the people in the government employee unions that are always the priority.

My sister worked for California state government for decades and did quite well in it, despite marrying right out of high school and her husband becoming an alcoholic the day he hit twenty-one. She wound up a single mom - with only a high school education - but she nonetheless did well in the California Civil Service system because - as she described it - with so many drones it wasn't that hard to excel.

A decade ago the budget was in a mess, and they needed to cut back on civil service positions. By this time she'd gotten reasonably high in the pecking order as a project manager- had about twenty-five people working for her. There were many in her department who hadn't done useful work in decades, but it was impossible to fire them. The employee unions wouldn't allow it. All that was allowed was to grant extra years served credit for pension purposes for those who would volunteer for retirement. To the chagrin of her department head, my sister took the offer and moved to Washington State.

Within months, her department head was begging her to come back as a consultant. All the workers had departed - they had nothing but drones - and the work wasn't getting done. She accepted - telecommuting from Washington state most of the time and flying down to Sacramento to attend a meeting in person every month or so. She did this for almost a year, getting paid twice the hourly wage she'd ever made while in civil service - plus her Calpers retirement which had been artificially increased by her voluntary early retirement.

After a year of this, they needed her for a project that would require her to physically be on the job. They gave her a promotion to come back - allowed her to keep the additional years credit for her first voluntary retirement and gave her credit for the additional year, plus one more for her SECOND voluntary retirement after the project was done. She did it in nine months - giving her essentially three months to twiddle her thumbs until the second retirement.

She's living in Arizona now - quite well.

I realize the employee unions are quite active in the dem party, and quite a potent political force. But make no mistake - they aren't in this for the people of California, they are in it for themselves. Saving these union jobs is not necessarily what's best for the people of California. The purpose of the civil service is to serve the people of California - not to become an entitlement to a few on the backs of the many. These employees are OVERHEAD in the delivery of service to the people - no more than that.

Right now you are cutting service to save overhead. That's dumb - real dumb.

George makes a point. There is an alternative to creating a bureaucracy to lower effective costs of attendance at state universities, and that is to give money directly to to the universities with the requirement that the money be used to lower tuition. Then more students could attend. They might or might not be the same students that would attend attend under the grants program. But, for now, more drastic action is needed - to reduce the budget gap, and to wake up the people (is that possible?)to the consequences of a welfare state with open borders.
One consequence is simply an excessively large population. Population density in California has disproportionately increased the price of land, and thus the cost of living. The days (1942) when a family of modest means could afford a large lot in Oakland on which to grow vegetables, fruit, rabbits and chickens for the table is long gone.
A comparison of costs for welfare in California with other states, as a percent of total budget, leads to a conclusion that large part of the increase seems to consist of people who draw on welfare.

The CAl Grant Program should be eliminated it uses reverse descrimination. When i went to college. I was denied that program because my parents made around 60,000 combined. I had to work fulltime and do the JC route, then finish off at the state level. When i was 24 i was able to get loans that im paying back now finally. We need to stop using the excuse low income,single mom, minoritys excuse for these programs. Get out their and work like i did. Right now if i had kids, i would not qualify for this program. I would have work overtime, or get a second job to put them through college. I might just quit working once my kids go to college so they could get these programs. Its only fair. Social programs are just another reason for our current economic down fall. Im all about education but not a free one.

There are many people out there who actually fit the profile for the calgrants program and who deserve to receive it. I will be entering UCSB in the fall of 2009. I am so dissapointed in the fact that our Cal Grant program may be eliminated. Both of my parents became unemployed last year, and my sister and I have been working for the past two years. We are both going to be attending Universities, and the thing is, we are in a tight budget in our households. The elimination of the Cal Grant program will only intensify our economic situation. This program helps low income families, and although my family tries so hard, we still make below 60,000 a year. We were so fortunate to have this program, and I just hope that everything turns our okay. I could only pray for the best and spread the word to others so that they too can be informed.

GO INTO THE US MILITARY LIKE I HAD TO FOR THE COLLEGE MONEY!
CalGrant has not been around FOREVER, and US Military College Money is how families that don't want to work a exist in Paid For Inherited Homes on SSI/SSP, that get their kids into College with CalGRANT and Fafsa/PELL at over $1,550 a month in CASH, need to WAKE UP and get up off their butts and go into the US Military.
My town that I'm leaving for another state has just under 300 people in it. I did the US Census here so I know how these people live.
99% of all these people live hand to mouth on SSI/SSP at (before the reductions) $907 a month CASH, Tax FREE Cash, per Individual, or $1,569 per Couple, Tax FREE Cash per Couple.
ALL their family get's to go to college completely FREE with CalGRANT & Fafsa/Pell. NONE of them have done a damn thing with their College Degrees but look at them hanging on the wall, because they don't want to work and LOVE that Tax Free Cash.
My neighbor Sarah, who's Mommie and Daddie inherited a beautiful Paid For Inherited Free and Clear California Ranch estate on over 25 acres of land, both live off SSI & SSP! They have NEVER worked a single day in their lives, because they are "Depressed" and have "Anxiety" because they are Alcoholics all night long.
Their daughter who is the laziest thing I have ever seen besides her parents, wants to go to college on CalGRANT & fafsa/PELL. She signed up and got close to $2,000 in CASH to go to community college. SHE DID NOT ATTEND because she's not used to getting up in the morning, all her life. She was home schooled because that way they all did not have to get up before 12 Noon each day!
Now, she cannot wake up in the mornings to collect all that FREE GRANT (CalGRANT mostly as it pays over $9 GRAND a year!) so, she KEPT the CASH from Fafsa/Pell & CalGRANT and stayed home and ATE, and SAT, and SLEPT and went to the Movies and Out to Restaurants.
Oh, and they bought a brand new Car! And, that now makes two new cars in their driveway, and a pontoon boat, they also inherited.
The man/parent/father's Full name is the SAME as his Desceased Father's so he never changed anything with the County and was NEVER RE-ASSESSED for his Property Taxes so consequently he only pays just over $300 a year in Property Taxes when myself and a few other folks who WORK to pay Mortgages have to pay well over $2 Grand to the County for Property Taxes.
So, these people live COMPLETELY FREE!
And, their daughter is pulling the same scam on CalGRANT yet again in the Fall, signing up, taking the first month's check and staying in bed instead of going to class. She's said she's just going to keep playing them as long as they keep sending her the CASH from CalGRANT.
Over 90% of the townsfolk that live on SSI & SSP also live in paid for inherited ranch homes estates on over 25 acres of land.
This is a rural town, and the parcels are very large as well as the homes. Big large sprawling Ranch Estates.
And, they ALL except for only a tiny handfull live on SSI and SSP!
One is an Illegal Alien, he's paying for his home with a generous grant from USDA Rural Direct.
And, he lives on SSI & SSP with his WHOLE family all getting a stack o' checks on the 1st of the month.
Wow! Those CalGRANT's sure get alot of FREE money!
I did not qualify for one thin dime because my parents work, so I went into the US Navy for 4 years to get my college money.
All I see on campus is the same thing, minorities going to college for free and developmentally disableds and unwed mothers or Kids of SSI/SSP's, that's it. And, most of the minorities are Illegal's as well.
What a bunch of SUCKERS Californian Goodie Goodie Liberal Prograssives are.
Your going to see even MORE Out-Migration of working folks and MORE In-Migration to get that EXTRA SSP Cash (tax free) from you suckers.

You see that teh MAJORITY of people in the US that live off SSI is in the state of California BECAUSE YOU GIVE THEM THAT EXTRA SSP Check.
It spawns people to get onto SSI/SSP.
When they get their Free Legal Aid to go thru the Appeals to get their SSI/SSP, when they get to the ADMINISTRATIVE LAW JUDGE they Always, Always Qualify for Lifetime Cash Checks then.
All they have to do, is wait until it comes up to the Administrative Law Judge and POW, they are Qualified, and they never even SEE the Administrative Law Judge! He just Rubber Stamps them APPROVED.
Oh, and Illegals age 65+ dump their parents and grandparents off at Social Security Offices, although SSI/SSP is NOT SOCIAL SECURITY, to go inside and apply and qualify for SSI/SSP!
And, they get it too.
Never working here a day in their lives, age 65+, they get $1,569 per couple, PLUS all the PERKS added into that. Like HUD Section 8 Housing Vouchers, Farmers Market Food Vouchers, Endless Food Band Assistance, so when they Gamble away their Cash or buy too much booze at the Dive Bars where they Cash their checks, or buy too much Meth they can ALWAYS get free food from the generous Food Banks.
My neighbors that sit on their butts while their daughter got $2,000 from Fafsa/PELL & CalGRANT combined to go to community college but she did not want to get up in the morning to go, so she kept the cash and stayed home are getting their home REMODELED from the 'Stimulus', new windows, new insulation, new Energy Star Appliances ALL COMPLETELY free to them, but the taxpayers will have to pay for it.
They get discounted Auto Insurance for their two new cars, they get discounted Heating & AIR CONDITIONING, They also get completely FREE MEDI-CAL, and their daughter had Invisilign Braces on her teeth for 2 years! Completely Free!
They go and get Foot Massages too for their fat feet. They are ANGRY because Medi-CA> wants to CUT those Foot Massages. LOL!
And, people can qualify for LIFETIME SSI & SSP check for Morbid Obesity. That's right, you can EAT and SIT yourself into complete fatness and get PAID FOR IT from the state of California's gracious SSI plus that wonderful extra cash called SSP!
You SEE these people on the 1st of every month. They are the one's with the handicapped placards.
I can tell the difference between an SSDI, a person that TRUELY is disabled and was WORKING and paying into the system when they became unable to work any longer.
SSI & SSP were created for EXTREMELY low income Elderly persons, Very Disabled Children and Adults BUT, it's become a GRAVY TRAIN free ride for lazy people, drunkards that never stop drinking because they have the CASH to drink it up, and Meth addicts to stay addicted, with no reason to quit using.
Wow, California, your never going to get outta' the whole, especially when Obama LEGALIZES the Illegals. When he does that, ALL the former Illegals and their ENTIRE FAMILIES will Apply & Qualify for SSI & SSP!
Now, how you gonna' get any tax revenue if all those Illegals once legalized go onto SSI & SSP, when SSI & SSP, pays ZERO TAXES?

Remember, an SSI/SSP recipient can own a home of ANY SIZE or ANY VALUE as long as they only own 1 home. Many own more than one, but keep it in a relative or trusted friends name.
As well, the IHSS system is full of fraud. The wife or husband will get paid to take care of the other, and they are perfectly well to do it all by themselves, but they have lied to get that extra check each month.
I cannot wait for the CUTS, it's about time, and not nearly enough.
