Disability & Senior Advocates Worry About Spending Caps On Critical Programs and Services - Budget Delay Impact Will Soon Hit Hard on Community-Based Services and Supports As Providers Go Without Any Payment from State

Governor Arnold Schwarzenegger proposed to legislative leaders on Sunday, a temporary sales tax increase of 1 cent that would raise about $5 billion per year to help close the State's $15.2 billion budget gap in exchange for major budget reform proposals to control spending and new authority to cut spending in future years. The proposal calls for the State's sale tax increase to be in place for 3 to 4 years, followed by a gradual decrease in that tax to a point below what it is now (7.25%).

California is now 35 days without a State budget.

The issues and debate on raising new revenues is critical because at stake - depending on which proposals to raise revenues are adopted - are billions of dollars in spending for programs and services that impact hundreds of thousands of children and adults with disabilities, mental health needs, low income seniors, and low income families.

Governor Wants "Budget Reforms"

Schwarzenegger Administration officials have declined to provide publicly further details on the proposal - but the proposal is similar to one he offered in January when he proposed a temporary sales tax increase tied to leasing of the state lottery should the sale be held up by lawsuits or other problems. The Governor has refused to propose any new increases in income taxes however.

Schwarzenegger spokesperson Matt David told the Los Angeles Times that "This compromise must include budget reform that prevents our state from being in this position. The governor is pushing Republicans and Democrats to come to the table immediately and reach a compromise because of the looming cash crisis we face."

The Governor, in a radio broadcast August 2, said he would not sign a budget without significant and long term budget reforms.

"While I am frustrated that the legislature hasn't reached an agreement, I am very encouraged that all four legislative leaders recognize the need to reform our broken budget system. And as I have said before, I will not sign a budget without substantive and long-term budget reform. The people elected me to bring sanity and stability to our state's finances. They wanted Sacramento to end the reckless spending and to finally live within its means" the Governor said.

Talks With Governor and Legislative Leaders Will Continue

Both the Governor and legislative leaders - Assembly Speaker Karen Bass (Democrat - Los Angeles), Senate President Pro Tem Don Perata (Democrat - Oakland), Senate Republican Leader Dave Cogdill (Republican - Fresno) and Assembly Republican Leader Mike Villines (Republican - Clovis) say they will continue talks.

No budget deal appears to be near however - though Bass said today that she was still hopeful that a budget could be passed by the end of the month.

Bass and Cogdill are new this year to the high level budget discussions - with Bass replacing former Assembly Speaker Fabian Nunez and Cogdill replacing Sen. Dick Ackerman - both members being forced out of office this year due to term limits. Perata, who also is being forced out of office this year due to term limits, will remain as Senate President for probably the rest of this month, though Sen. Darrell Steinberg (Democrat - Sacramento) is scheduled to officially be elected as his replacement later this month.

Republicans Oppose Plan - While Democrats Concerned About Reforms

Legislative Republicans have strongly opposed any increases in taxes or fees and said they oppose the Governor's proposal, saying the problem is not revenues, but spending. Senate Republican Leader Dave Cogdill (Republican - Fresno) said yesterday that Senate Republicans were also opposed to raising taxes in a time when the economy is bad.

Democratic legislative leaders have previously opposed the Governor's budget reforms that would cap spending on critical programs and give authority to a governor for automatic spending cuts. Democrats also have strong reservations about only raising revenues by temporarily increasing sales tax, which some feel would unfairly target middle and lower income Californians. Others have raised concerns about the proposal's temporary increase - wondering what happens to the spending versus revenue gap after the increase ends.

The Governor's proposal to temporarily raise the sales tax appears to propose replacing some of the Democratic plan to raise revenues (meaning the $5 billion in new revenues resulting from the temporary increase of the sales tax would not be on top of the $8 billion or more in new revenues coming from new taxes, fees, etc proposed by the Democrats).

Budget Delay Hits Hard On Community-Based Services for People With Disabilities and Seniors

While the Governor's executive order rolling back State employee wages and laying off temporary workers has drawn wide spread public attention, the impact of the budget delay will soon grow even worse for community-based services, programs and supports for tens of thousands of children and adults with disabilities, mental health needs, low income seniors as providers go another month without any payments from the State.

Small community-based providers are especially hard hit, many who provide critical services in the home or programs including those for seniors with Alzheimer's, who are desperate now to meet payroll and other costs.

While larger agencies can take out short term loans to bridge the gap - many smaller agencies and providers don't have that ability. Providers note that the costs of taking out loans to make up for the lack of State reimbursements for services already provided, are not reimbursed by the State.

Advocates say that the impact of the budget delay makes worse cuts already previously approved last February, including a 10% reduction in payments to Medi-Cal providers, including many community-based providers such as Adult Day Health Centers, that already went into effect July 1.

The 10% Medi-Cal provider cut is the subject of two different lawsuits pending in state and federal courts, which have refused so far to intervene and stop the cut from taking place.

The Democratic budget proposal as passed by both the Assembly and Senate Budget Committees in June would restore most of the Medi-Cal 10% rate reduction - but that budget plan also calls for about $8 billion in new revenues, including new taxes and fees - which legislative Republicans and the Governor so far have refused to support.

Other cuts - including elimination of the 2008-2009 State cost of living money owed to the lowest income persons with disabilities, the blind and low income seniors who receive SSI/SSP (Supplement Security Income/State Supplemental Payment) also was previously approved in February and has already gone into effect. A proposal, in both the Republican and Democratic budget plans, would extend that cut to cover the State cost of living money due June 1, 2009 through May 31, 2010 for SSI/SSP, the 15th time in 19 years that the State has cut that funding.

Advocates Worry About Governor's Proposal for Spending Caps and Cuts

Disability, senior, mental health and low income advocates have raised concerns about the Governor's proposed constitutional amendment, called the "Budget Stabilization Act" that he says will put in place needed budget reforms patterned after a similar constitutional amendment in Arkansas. It appears the Governor is linking his budget reform proposal to any increase in the sales tax.

That proposal, which the Governor made as part of his January budget, would establish priorities and caps in spending in programs, create a budget "rainy day" reserve fund, and give authority for a governor to make automatic (pre-approved) spending cuts and reductions.

The Governor has not formally advanced his budget reform proposal through legislation or through signature gathering to place it on the ballot, though in May and early June held a series of town halls across the State urging approval of his proposal.

Secretary of State Debra Bowen has said that the Legislature has until the middle of August to place initiatives on the ballot in time for the November 2008 election.

Advocates are also fear additional cuts to services and programs for children and adults with disabilities, mental health needs and seniors as the price for any budget deal. The Governor and other supporters of the budget reform plan say spending caps, priorities and reserves are needed in order to fix the ongoing State budget problems that will protect vital services and programs. Many advocates dispute that however.

Senate Panel Reviews Governor's Executive Order On State Workers

While the regular Assembly and Senate Budget Committees have completed its regular budget hearings in mid-June, the Senate Governmental Organization Committee, chaired by Sen. Dean Florez (Democrat - Shafer), held an informational hearing on the impact of the Governor's Executive Order that would temporarily reduce state worker wages back to the federal minimum wage until a budget is passed, and also lay off about 10,000 temporary State workers.

The Governor said last week he was forced to issue the executive order because the State will not have the cash on hand to pay employees until a State budget is in place and also pay its other bills.

State Controller John Chiang, a Democrat who is the independent State elected official that oversees the agency that cuts State worker checks, told the committee that the Governor's order was not necessary at this time and disputed the Governor's claim, saying the State will have enough cash on hand to pay employees their full wages through the end of September and its other bills.

The Senate committee took no action.

Assembly Health Committee Meets Today On Important Medi-Cal Bill--SB 434

Meanwhile, an important bill dealing with continuing a higher level of Medi-Cal reimbursement rates for nursing homes tied to increasing quality of care, that is linked to the budget, is scheduled to be heard in the Assembly Health Committee, this afternoon at 1:30 PM at the State Capitol in Room 4202. The bill has raised concerns from advocates for people with disabilities, seniors, nursing home workers, unions and nursing home providers.

The Assembly on Monday re-referred the bill to the Assembly Health Committee and also Assembly Appropriations Committee.

SB 434, by Sen. Gloria Romero (Democrat - Los Angeles) would require a stakeholder workgroup to be convened by the Department of Health Care Services to look at compliance and quality issues connected to a nursing home receiving a higher reimbursement rate in exchange for paying what some call a "provider tax" or "quality assurance fee" that in turn is matched with increased federal Medicaid money and returned to the State. The State in turn gives some of that increased funding back to the provider that is meant for increased worker wages and quality of care. New amendments to the bill are expected to be proposed during the hearing.

Some advocates have raised major concerns about how the State is monitoring and enforcing quality of care issues for those nursing facilities receiving higher reimbursement money.

Details of Quality Assurance Fee Program in AB 1629 (2004)

The details of the "quality assurance fee" for nursing facilities were contained in previous legislation, AB 1629 by then Assemblymember Dario Frommer (Democrat - Los Angeles), passed and signed into law in 2004. The provisions of that bill became inoperative as of July 1, 2008 and needs to be extended by new legislation. The Budget Conference Committee in late June ended up approving language for a budget related bill (called a budget trailer bill) that extended the quality assurance fee and established other provisions regarding stakeholder meetings.

However that entire budget proposal approved by the Democrats is the budget plan that remains stalled in both houses. It is not clear yet how SB 434 will impact the budget related language already approved.

As a small business owner that does business with the State, I'm at my wits end. After barely living through this fiasco last year, I would have never believed that our elected represenattives would have put us through this again.

As of today, my firm has not been paid for services that we provided in May of this year. We were first told that the delay was due to the departments closing/auditing of fiscal year end books. Now we are told that checks are not being issued because there is no budget. However, if you go to the State Controllers web site, the Controller, John Chiang says invoices are being paid for services offered through June. This is a lie.

What is happening is no less than a crime. This is just not politics, this total mismanagement and pure insensitivity. Arnold is no more qualified to be Governor than the Man on the Moon. The other State politcians are a complete waste of our votes. How do these politician sleep at night knowing what they are doing to small business owner, families and peopl that are just trying to survive.

As of today, I do not have funds to cover payroll or basic business expenses. I have employees that are already suffering due to the economy and now we have this. I'm still paying back loans that I took out last year to cover this very same thing.

I am just sick!

That actor pretending to be governor is an egotistical mess. First the "special election" and now this stupid executive order that is going to cost millions in law suits - not to mention the impact it is going to have on those relying on their paychecks to keep their houses from forclosing.

Blame the Gov or blame the legislators or blame the voters, it doesn't matter. Neither the Dem's "solution" of raising taxes or the GOP's "solution" of cutting spending will not a serious negative impact on most of Californians.

I am outraged that services for lower income people are not being funded. I am a single mom with two daughters and I just found out that my children's pre-school is closing in two weeks due to state budget crisis. What am I supposed to do? We are supossed to be a "rich" nation, but we can't even care for own neighbors, no matter what stage of need they are in! This is aweful!

this is still fall out from Davis giving the state money away and as soon as he did he found he would to raise taxes to cover his mess I think we should demand that every city and county repay the money that Davis gave them and that we need to cut the added programs Davis put into place I also feel that if the people we are paying to make sure everything goes right should not be paid at all for the days there is no budget We all know they are only there for the money and by doing this we would no longer have these problems

I admire Arnold for sticking to his position on making sure we have a working budget. I am very sympathetic to those whose lives are being disrupted by this crisis, but am laying the blame on the legislature for failing to recognize that the state simply cannot continue with "business as usual". They need to admit that to bring order to our state budget, some programs need to be cut, and some positions eliminated (having a government job shouldn't be a guarantee of permanent employment... it isn't in the private sector).

It amazes me that our Governor and the state legislature refuses to recognize with action the impact this crisis is having on our most needy citizens.

It is simply outrageous that the richest of our citizens refuse to pay their fair share (which should be proportionately much higher than low income people)without the current loopholes in place that keep their tax liability to a minimum given their large incomes and corporate profits.

This trickle down approach leaves those most in need with only a small, negigilbe voice in the process, and helpless at the hands of the most wealthy individuals, and companies doing business in California and who benefits to the detriment of those in need. Those losing services that they desperately need, and having to pay taxes they cannot afford or avoid paying with loopholes available only to the rich and to corporations.

There should be a public outcry to make certain that this impasse is ended soon. There should be demonstrations outside the Governor's office and the legislature. There should be wide comprehensive coverage by the mass media, instead of sensationalized reports of such things as murders, etc and minimal coverage of what is destroying so many lives, or making those living in poverty with a much more tenuous future. This is the news that impacts the majority of Californians. Where is the public outrage?

Only such action will force this impass to be resolved in short order. It should not be left to backroom deals that highlight so many of our governmental decisions. It makes me sick to think that so few control the lives of so many to their egregious detriment.

I work for one of California Regional Center and my job, home, car and everything I work hard for is at stake; along with over 200 of my co-workers. Now there are 21 Regional Centers that are a stake. Now multiply 200 x 21. 4200 people working for Regional Center alone will be out of work; not including, Regional Center vendors, small buiseness and individuals that work for the State. It will cease services for all the disabled population which can place them all back into institutions. This is not the america I know that will let thousands to millions of people suffer.
If you don't beleive me check Westside Regional Center's website with the URGENT message at the bottom of the screen. This is going to be catastrophic!

I agree completely with the article above me here. I have a child that recieves services through a Regional Center for his disabilities. If they are not funded then what is my son to do? Not everyone in the world that has disabled children is able to go and get the best of doctors. A lot of people have to rely on state funded programs. My childrens DayCare is also suffereing from this "budget crisis". What is the economy going to be when all the daycares and preschools close down due to non-payment of state funds. People will not be able towork with out childcare. This is a horrible situations. And not to put blame, but someone needs to get this fixed fast and then worry about the long term.

we need help!!Adult Day health Care Centers operators are suffering..we need to continue the services ..it is a must to care for the sickly and fragile seniors and handicapped..who will pay the employees??credit cards are full..our IRA pulled out,insurance cashed out..what more do you want.cannot pay our mortgages..cannot pay the kids school fees..bank will not extend any loans..we are up to our noses..equities of our homes are gone..we also need to live ...we can not sleep anymore..why is it so complex /complicated to help our diabled and sickly seniors...politicians,where are your promises and concience??we are a small business operators ..pls. do something now..

There is nothing more important than passing the california budget..adult day health care centers are facing an extremely tough economic situation..we need help fast..we can not stop taking care of the sick and fragile elderly???but without passing the budget...what are we going to do!!we are in so much debt..how can we make ends meet?our credit cards are full..unable to pay out mortgages and leases..home equities are exhausted..credit cards are full..bank will not give loans anymore..due to credit obligations..we spent all our savings and retirement money(IRA),withdrawn our insurance money..on top of that payroll comes every two weeks..its a cycle we all face but we are only a small business operators who also need to live..who will pay the employees who are taking care of our disabled and fragile seniors..please pass the budget now..we are begging all legislatures !!

If the Governor is serious about curbing state spending he should start with himself and the legislature. As of now, every couple of years the legislature votes to increase their own pay. This usually happens regardless of how the economy is and despite what state revenue is at.
If the governor is really serious about spending, they should start by cutting state legislature's pay to just above poverty. And I'm not just suggesting they cut it temporarily until a budget is adopted. They should reduce it permenently. After all the legislature's pay and the governor's is not only TAX FREE but it also keeps up with INFLATION.

Arnold is doing what must be done. Don't cry because the state can't afford to pay for your kids daycare. YOUR kids are YOUR problem, not the state's responsibility. If you can't afford to live in the ultra-high cost of living and high taxes California has, then move to another state, its very simple!
My single mother raised me by herself going to school and working 50 hours a week, eventually earning a nursing degree, she was on food stamps, but that's all. I'm not saying its easy, but geez, people have such a sense of entitlement by the government to take care of them, its ridiculous. The government is not your sugar daddy!

I agrees with Ben. The government is not your sugar daddy and is not responsible for your children. It's your responsibility. I am a former Ca. who grew up in Oakland from the late 50's to the 90's. Our generous welfare programs attracted the huge influx of blacks from the South and make Ca. the most populated State in the nation. Those generous welfare program to support these poor, unskilled, uneducated,has changed Ca.' state budget forever. It brought the riches state in the union to bankruptcy. Along with the quota bill to hire 12% blacks, major companies had to spend millions to train the untrainables. Unskilled state jobs were given to these preferential minorities. Don't believe me? All the bay bridge toll collector jobs were changed to blacks. It wasn't until Ronald Reagan as Gov'r the bleeding stopped momentarily. From Ed Brown Jr to the present, the Democratic control legislature spending went unabated. Citizens has to use propositions such as Prop. 13,to stop some of the tax increases. When and Where does it stop? I understand there's a need to care for the seniors etc. Did these seniors during their lifetime ever thought about the responsibility of caring for themselves when they reach old age and not relying on the government? The Berkeley LSD, and the drug crazy S.F. flower child of the 60's and 70's changed the cultural of personal responsibility to just do it because it feels good. The idea of tax the rich more is insane. The rich is already paying all the taxes. Calif. already taxes many large companies out of town. When did you collect any taxes from the poor, all they get is subsidies. Want more--get a job, or two jobs, like most of us in those earlier days. Advise for those business' relying on government contracts--don't put your eggs in one basket. As a small business owner, I learn that long time ago. As Ben says above,'The government is not your sugar daddy', and don't blame Gov'r Arnold or the legislature for your personal or company's misfortune due to shortsighted business practice. Nursing home care givers, start attracting wealthy clients and those able to pay with insurance. You won't have to wait in line to get paid by the STATE.

Today it's all over the news that the price of oil is way down. We are paying about one-half as much for gasoline than we paid in July. Could we raise much money for the state if we put a temporary tax on gasoline right now? If so, I think it would be a good idea.

I recently watched a CNN special regarding the global energy crunch and British Petroleum announced that it would spend $8 billion over the next 10 years for R & D. That is a significant amount of money. However the State of California bowing to 'special interest groups' spends annually that much on our prison system. Under no circumstances, under public scrutiny, should any state spend that much money to keep less than 1 million people behind bars. Without a doubt the legal system should be under such public scrutiny, all of it. This $8bil refects only the prison system directly. It does not reflect salaries for public defenders, district attorneys, judges or police. This is obscene. This is an obscene amount. The people of California should stop being bullied by propaganda about our rising crime rate. If the legal system were to come under such scrutiny the amount of fraud, waste and reckless spending would be an eye opener. False complaints and arrests that empower and allow almost every county to boast a 96% or better conviction rate. This conviction rate is achieved by district attorneys not being held accountable for any standard of ethics whatsoever. Public defenders simply refuse to actually defend a citizen cum defendant therefore ensuring the conviction rate. While judges routinely defy the 'separation of powers' doctrine. If you go to court for ANY offense and you are not guilty dont expect to walk out with a not guilty adjudication no matter what the charge or the merit, or lack thereof, of the complaint. Increasingly domestic violence charges are nothing more than a free ride for the courts to continue stuffing jails and prisons with the general population at any one time is comprised of almost half of all defendants incarcerated for some irate girlfriend or ex-wife. While domestic violence is real the courts have systematically used this as a glide path to simply fill prisons and jails without restriction or oversight. Drug charges, motor vehicle charges are all treated as if they were major criminal offenses while repeat offenders are managed with kid gloves. Why or how could this be one would ask? Its simple, the motto is: "dont work yourself out of a job" In other words, the worst of the worst are given the revolving door because the courts know that they will be back again and again. We didnt need three strikes we already had the habitual criminal act just not enforced. Now with three strikes it is also simply not being enforced it is being abused on a per-case basis. Stop the wasteful spending, end the free wheeling budget draining efforts of the court system and open the legal system to public scrutiny to observe the abuses of the courts, district attorneys and make public defenders accountable for actually winning cases and not simply pander to the whims of an ever increasing jail/prison population in the name of consistantly demanding more and more money of our states income. $8 billion a year and climbing.

Does anyone know how much state engineers at Caltrans (California department of transportation) get paid?

I know a few myself and they are sub par, lazy engineers who show up for work for about 6 hours/day and collect a cool $85k (median) plus massive benefits. Oh, and did I mention they have rock solid job security (read lower incentive to work hard) and get a full lifetime pension after about 25 years of service?

Compare this to the average salary of a silicon valley engineer ($92k) who takes a huge risk (no job security), and no pensions. And these are people working in the most hyper competitive place building the next generation tech products.

Anyone see anything wrong with this picture?

More taxes will only make more hard working productive people and businesses flee the state, leaving behind all the junkies and communists to rumble through the trash.

Were you aware that the winning percentages for the public defenders in San Bernardino and Riverside Counties exceed 50%? Public defender offices should never win so many cases, indicating that weak cases are being prosecuted or the public defenders are too good. The California Public Defender system is one of the highest, if not the highest, paid system in the country, and the caliber of attorney attracted to its ranks reflects this.

This country was founded and flourished from the work of people who create jobs, those who take jobs and NOT by those who CHOOSE to do neither but expect to be paid anyway.

People need to get back to being self reliant and quit whining because Government can't support you any longer. Everyone above who whines and has a story to tell of why they should have somebody else pay for services for them only shows how degraded this nation has become. The number of people on the dole only grows in number, they come from across our borders to cash in on the giveaways. The Taxpayer no longer can keep up with demands of those who choose to be parasites.

Government like households needs to learn to live within a budget. Workers cannot vote a raise every time they want something new, yet Politicians have no qualms of demanding more from Taxpayers to pay for every liberal giveaway that comes along..

Now California is in line for a Federal Bailout to cover all of its liberal programs and mismanagement. Forcing taxpayers who don't even live in California to take on this Liberal debt.

California is the Liberals Mecca if you will. They want the rest of the Nation to follow California's example. This is getting scary for the rest of the Nation.

The California government is just like the typical American household. Spend every penny you got, every penny you plan to make, and every penny you think you can borrow. When times are good, spend spend spend. When times are bad, borrow borrow borrow (or in the state's case, tax tax tax). The concept of saving just never occurs to anyone so we're in this mess now. People need to take responsibility for their own lives. If you don't have a reliable income, don't have kids. If you have kids, then be prudent and save money for rainy days. If you don't have the option to save money, then refer to what I said about reliable income. If you feel like you still want to take on that risk, then go for it, but don't act like government is obligated to provide for you or your mistakes. I'm glad that this budget impasse has come, not for what it does to individuals who are owed money for LEGITIMATE services provided, but for the fact that at some point, this tax and spend has to stop.

Wow. Thank you all of you who think we are just a bunch of whiners and low-class-do-nothings. I guess the two local high schools and community college dumping summer school is our fault too. Oh, and the local college firing teachers without tenure is our fault as well. No budget means people DON'T GET PAID. Plain and simple. I work hard everyday to make sure that kids get educated and graduate from high school but I may lose that job. That class room with 20 or less students will now have 42 and the football coach will now cover the math teacher's job. Schools will be doubling up and pairing teachers in classes that they have never taught. Guess all that will be OUR fault. Truth is we need a budget -- NOW. We need to raise taxes to cover what we have lost in sales tax, property tax, etc. It is the only way to stop the jobs we will lose with the cuts the Gov. is supporting because the way it is going the new California motto is going to be "A State for the Wealthy--only."

It's unbelieveable how California could be having a budget crisis right now. There's millions and millions of people in California including the damn illegals paying taxes one way or another and we're in a budget crisis? We're getting IOU's this year after filing taxes? After the good citizens who live day in and out paying taxes month after month and these legislatures these politicians goes and blows it within a matter of a time? Cut the paychecks of these damn politicians, THEY SHOULDN'T BE GETTING PAID IF WE'RE NOT. THEY DON'T NEED 6 FIGURE INCOMES WHEN WE'RE BARELY GETTING THRU. It's OUR money and California SHOULD ALL BE LINING UP OUTSIDE OF ARNOLD'S OFFICE MAKING SURE HIM AND OTHER POLITICIANS ALIKE PAY FOR THEIR MISTAKE. If only the people were smart enough to do such THEN OUR GOVERNMENT WOULDN'T BE TREATING THIS AS IF IT WASN'T A CRISIS, ARNOLD NOT SIGNING UNTIL THEY REACH A BUDGET AGREEMENT AND HOW LONG WILL THAT EXACTLY TAKE? WHILE THE AMERICAN PEOPLE STARVE TO DEATH THE GOV WILL SMOKE CIGARS DRINK THEIR SCOTCH TIL THEY MAKE UP THEIR DAMN MIND. When Obama Legalizes the Illegals, they Too will start lining up at every single Social Security Office in the Nation forming Long Lines to Apply & Qualify for SSI from the Fed's & SSP from the STATE OF CALIFORNIA!
Now, these Newly Legalized Persons will ALSO be Allowed Legally to 'BRING-IN' their 'Household' Family Members. When the 'Head of Household' IS qualified for SSI & SSP, the ENTIRE 'Household' Members WILL ALSO GET A CHECK from SSI and SSP, or at least one of these, probably SSP, up to age 18, or over age 65 for the rest of their lives!
Many will go on to Qualify for Lifetime SSI & SSP checks, by saying their are "Depressed" and/or having "Anxiety", that's how all these Children in Schools are getting Qualified for SSI & SSP checks!
HOW will the State of California, and for that matter the Federal Government handle coming up with Millions upon Millions of dollars on the 1st of each month to keep these people paid???
It's NOT GOING TO HAPPEN!
There WILL NOT BE ENOUGH MONEY TO CONTINUE TO PAY THAT MANY MILLIONS UPON MILLIONS OF PEOPLE on SSI & SSP!
We cannot afford to pay the SSI & SSP's NOW!
Add another up to 40 Million!
How is California going to keep paying all these people to Sit and Eat and Watch TV or Sit and Chat on the Computer, Tweek on Meth for days and nights Endlessly or Stay Drunk in Dive Bars or on the front porch?????????????????????????????
Better consider making "cuts" by going thru the SSI & SSP Recipients already on the Rolls, with a fine tooth comb. One by One each one should be Super Checks for any type of Fraud, Misuse or Waste OR THERE WILL NOT BE ENOUGH MONEY!

How short is California's memory? Arnold didn't get us here, but he has stood his ground and listened to the people (not the special interest groups). Does anyone remember WHO Arnold REPLACED and WHY? Probably not, based on the whining. The voters on May 19th sent a message to California's elected officials.........do you flower children remember that far back? Overwhelmingly, we the people said NO to more taxes.........why are you whining now that "Arnold" will veto anything that includes tax hikes? He listened to what the people said. Why are the Democrats NOT representing what the people told them on May 19th? Maybe it's because only 28.4% of us showed up to the polls...........well if you didn't vote, tough SH*T!! Cuts need to be made, MAKE THEM. Support the cuts!! Welfare needs to be eliminated....... What do we need an Unemployment Program (paid for by your employer, not you or the state) AND a Welfare Program for. Get a job and quit making babies you can't afford. Immigration laws need to be enforced! Gavin Newson needs to be imprisoned for Treason, as well as that Los Angeles Mayor, and anyone else that supports sanctuary cities for illegal immigrants. Eliminate the HYPHEN!! ...we the PEOPLE of the United States do not need a hyphen. We are AMERICANS, not African-American (most of which have never been to Africa), not Mexican-Americans, not Italian-American or Germany-American or even Asian-Americans. Anything other than AMERICAN should be considered racist and disruptive to the peace of a Nation of LEGAL IMMIGRANTS who worked their asses off to make this the great Nation it was.

What happens when you put twenty-five mice into a 10 gallon aquarium? I will tell you, as I used to raise mice to feed my reptiles when I was a teenager..........Disease and canibalism ensues. This is because of overpopulation. The same thing is happening here in California and the United States. Everyone dies, yet we seem to want to play God and attempt to prolong the inevitable. People who do not work and contribute to society should be allowed to perish, unless the are supported by "THEIR" family. If one has the will to survive, one will find a way to get back up when they have fallen. I was homeless back in 1991, because of my own bad choices. I did not ask for government help. I also did not stay homeless. I got a job, while sleeping under a pine tree near the Folsom Zoo. I saved my money until I could afford to rent. It was hard, yes. But it was also the best experience of my life. It taught me the value of a dollar, it taught me how to pull myself together and it made me stronger and opened my eyes. I now own a house in Sacramento and still have a job in construction (even during these tough times in this economy). I am willing to pay my taxes, however, I am not willing to allow my taxes to go to those who are not pulling their weight. When I vote, I expect my voice be heard. I do not think that you whiners (the 71% that didn't make it to the polls in May) who will not take ten minutes out of your day to vote, yet will take the same ten minutes to post to these blogs need to be represented AT ALL. Our elected officials should not adhere to special interest groups who speak for those not willing to participate in an American right, that being the right to vote and have your opinion considered/voice heard.

Those who know who Theodore Roosevelt is probably know how immigration was viewed during the early 1900's.........for those of you who do not.....here are some quotes from him =
