The Democratic California State Budget: A Mix of New Revenues and Tough Cuts and no Risky Borrowing Schemes
In this week’s Democratic weekly radio address, Assemblymembers Sandré Swanson (D-Oakland) and Anna Caballero (D-Salinas) present the solutions proposed by the budget conference committee. The plan calls for a mix of new revenues and tough cuts, and avoids risky borrowing schemes.

Hello, this is Assemblymember Sandré Swanson, Chair of the Assembly Committee on Labor and Employment.
Legislative Democrats are proud to present our conference committee budget proposal for California’s 2008-2009 fiscal year.
Although the Republicans have yet to present a budget plan, Democrats stand ready to make some tough, but targeted cuts as well as find the revenues necessary to move California forward.
As education has always been the top priority for so many Californians, our plan protects $2.2 billion the Governor seeks to cut from our schools, our teachers and our kids.
And after careful consideration, Democrats have found the Governor’s proposal to secure a lottery revenue loan to be to risky to both California’s students and consumers.
The plan also restores medi-cal reimbursement rates to 99% of previous funding levels. This is just part of our strategy to protect the elderly, disabled, and children who are most vulnerable to cuts in healthcare.
In an ongoing effort on behalf of all legislators to smooth out our rocky budget rollercoaster, we’ve put $1.6 billion in a reserve fund to meet an increasingly volatile economy.
To find new revenues without hurting working Californians, we invite our Republicans colleagues to join us in simply following the money.
Not surprisingly, those who have benefited from both federal and state tax breaks in the past, namely wealthy Californians and major corporations, have the most to contribute in these difficult times.
We’re calling on those who have profited from California’s educated and healthy working-class to start paying it forward and our proposal calls on them to help fund our schools and hospitals.
Californians can also rely on legislative Democrats to fight for police and fire protection, public transportation funding as well as environmental protections.
There is much work to be done on the budget and Californians are ready to see what both sides of the aisle are putting on the table.

Hola, les habla la Asambleísta Anna Caballero, Presidenta del comité de Gobierno Local.
Los demócratas del grupo legislativo se enorgullecen en presentarles nuestra propuesta del comité de conferencia sobre el presupuesto para el año fiscal actual.
En mayo, el gobernador Schwarzenegger presentó su propuesta sobre el presupuesto el cual tendrá consecuencias devastadoras para millones de californianos.
Bajo la propuesta del gobernador, fondos de las escuelas serán cortados, y los maestros ya han recibido notificaciones de descanso. La propuesta del gobernador cortaría los fondos para los trabajadores que asistan a las personas de la tercera edad, los discapacitados y los enfermos a quedarse en sus casas.
Los fondos para el programa de Medi-Cal también estarían afectados negativamente, afectando a las personas de la tercera edad y a las familias de bajos recursos a encontrar asistencia médica.
La transportación pública también sería cortada, justo ahora con los altos precios de la gasolina hay un gran demanda para más asientos de camiones y otras alternativas de transporte público.

Nuestra propuesta hace cortes difíciles hacia servicios importantes. Sin embargo, restaura los cortes a servicios para niños y servicios adoptivos, elegibilidad para servicios del estado, trabajadores de casa para las personas de la tercera edad, los discapacitados y los enfermos.
Hemos tomado un enfoque mas balanceado que el gobernador porque no creemos que sea justo pedirles a los niños, maestros, trabajadores, enfermos y discapacitados que carguen el peso de la deuda estatal de $15.2 billones de dólares.
Desafortunadamente, hacemos varios cortes a casi todos los programas pero parte de nuestra solución es hacer dinero, pidiéndoles a personas de alto ingreso y empresas que han recibido créditos de impuestos en el pasado que nos ayuden a ser parte de la solución. Con fondos adicionales, podremos crear una reserva en el presupuesto de $1.6 billones de dólares.
Nuestra propuesta demuestra que los californianos pueden contar con los demócratas del grupo legislativo para que luchen para proteger al pueblo con los servicios policiales y de los bomberos, para fundar el transporte público y también protecciones para el medio ambiente.
Los californianos estamos listos para ver lo que es en la mesa de los dos lados de la moneda.

This is a VERY shallow "feel good" message with ZERO meat in it:
1. Article title and opening paragraph has "Tough Cuts" in it's title. Yet NOT ONE CUT, NOT ONE CUT, is mentioned.
2. Article states. "Not surprisingly, those who have benefited from both federal and state tax breaks in the past, namely wealthy Californians and major corporations, have the most to contribute in these difficult times."
So lets "collect" from FEDERAL taxpayers who may have gotten FEDERAL tax breaks to now fill the STATE coffers...
You want yet again to tax the "wealthy" and "major corporations" yet provide ZERO DEFINITION on just WHO is considered "wealthy" or a "major" corporation. How deep do you want to go in increasing the tax burden?
Regardless, democrats have forgottent the thosands of employers who have left the state and will continue/accelerate leaving if this plan to tax them MORE is in effect. Less jobs. less tax base all around, an ever worsening problem...
Recall also that many "major corporations" supply retirement income via 401Ks which will effect MILLIONS of taxpayer retirement plans if you severrly damage their profit margins.
3. Article laments that republicans haven't presented a plan yet it still states, "Legislative Democrats are proud to present our conference committee budget proposal for California’s 2008-2009 fiscal year."
YOU'RE STILL THREE WEEKS LATE AT A MINIMUM! And you are "proud" of that?
The fiscal year ended/started without a budget for this year. Any "plan" should have been submitted, discussed and PASSED weeks if not months ago!!! Note: Democrats are the leadership/commitee chairs as they are the legislative majority, hence also responsible for managing the calendar of when things get done.
The "quality" of our elected officials is clearly on display here. You get what you vote for...
