The California Assembly Democratic Plan to Solve the Budget Crisis

In this week’s Democratic weekly radio address, Assemblymembers Noreen Evans (D-Santa Rosa) and Alberto Torrico (D-Fremont) present the Assembly Democratic plan to solve California’s budget crisis.

The State of California faces a tough budget season this summer. But as the saying goes, when the going gets tough, the tough get going.

Assembly Democrats want to make sure that closing the budget gap doesn’t mean closing the door on common sense. We’ve presented a budget securing California’s investment in education while protecting the health of our most vulnerable Californians.

We propose restoring $2.3 billion for K-though-14 education that the Governor seeks to cut.

We also want to prevent big cuts to Medi-Cal, which is healthcare for our most vulnerable populations. Our families rely on the heroic efforts of Medi-Cal doctors, which is why we’ll be fighting to limit reductions in their reimbursement rates.

We will also protect the wages of our state’s in-home-supportive-care workers. The Governor’s proposal to reduce the wages of these extremely valuable and hardworking people to minimum wage is simply unacceptable. The many thousands of seniors and disabled who rely on these workers surely agree.

And with so many families struggling with today’s shaky economy, we must remember that children are often the first to slip through the cracks. So today, the Democratic commitment to the safety net for these kids is stronger than ever. We reject a budget that targets children’s services and foster care for cuts.

We are willing to think creatively and consider new ideas from all corners of the state. For example, we believe the Governor’s lottery lease proposal can potentially protect vital services that thousands of children in California count on. But instead of just putting increased lottery revenues into the General Fund, we want to use these revenues to pay off California’s massive debt and create a more secure future for our children.

Polls show that most Californians recognize we need additional revenues to keep our schools, parks and hospitals open, our sick and elderly cared for, and our water clean and drinkable. These are basic needs, not extravagances. These are services ordinary Californians demand and expect the state to provide.

Assembly Democrats have always called for a balanced approach to solving our budget crisis. We propose that a little more than half of our $17 billion budget gap will be filled by cuts and a little less than half by new revenues.

We understand that most of the Republicans in the Legislature have signed a pledge to out of state special interests to oppose closing tax loopholes and to oppose any new fees or taxes. But that cuts-only approach only endangers the services expected by most Californians: such as education, health care, and public parks. If our Republicans colleagues insist on a cuts-only solution to this enormous budget deficit, then Californians have the right to know which services Republicans plan to cut.

El estado de California confronta un déficit muy difícil este verano.

Los asambleístas demócratas queremos asegurar que cerrar el vacío presupuestario no significa cerrar la puerta al sentido común. Nosotros hemos presentado un presupuesto que asegura la inversión en la educación de California y a la misma vez protege la salud de los californianos más vulnerables.

Nosotros proponemos restaurar 2,300 millones de dólares para la educación el cual el gobernador pretende recortar.

Nosotros queremos prevenir significativos recortes a Medi-Cal, el sistema de atención medica para los más necesitados en nuestro estado. Nuestras familias dependen de los heroicos esfuerzos de doctores de Medi-Cal, por lo cual vamos a luchar para evitar reducciones a las cuotas de reembolso para estos médicos.

También deseamos proteger los salarios de los trabajadores de la salud que hacen sus labores en los hogares de los enfermos. La propuesta del gobernador de reducir los salarios de estos trabajadores extremadamente valiosos al nivel del salario mínimo es completamente inaceptable. Los miles de jubilados y discapacitados que dependen de estos trabajadores concuerdan con nosotros.

Y con tantas familias que sufren en esta débil economía, debemos tener en cuenta que son los niños los primeros en sufrir las consecuencias. Es por eso que hoy, el compromiso de los demócratas con la red de protección social para los niños es más fuerte que nunca. Nosotros rechazamos un presupuesto que golpea los servicios de cuidado de crianza y servicios sociales de los niños con recortes.

Nosotros estamos dispuestos a pensar creativamente y considerar nuevas ideas provenientes de cualquier rincón del estado. Por ejemplo, nosotros creemos que la propuesta de entregar a un concesionario la Lotería del estado puede potencialmente proteger los servicios vitales de los que dependen miles de niños en California. Pero en vez de usar las ganancias de la lotería en el Fondo General del presupuesto, queremos usar estos fondos para pagar la deuda de California y crear un futuro mas seguro para nuestros hijos.

Las encuestas muestran que la mayoría de los californianos reconocen la necesidad de crear mas ingresos para las arcas públicas para mantener nuestras escuelas y hospitales abiertos, para seguir atendiendo a nuestros enfermos y ancianos, para mantener limpias nuestras fuentes de agua y mantener nuestros parques públicos abiertos. Todo esto no es lujo, son necesidades y servicios básicos que los californianos esperan y demandan del estado.

Los demócratas en la Asamblea siempre nos hemos enfocado en encontrar un plan balanceado para resolver nuestra crisis fiscal. Hemos propuesto que un poco mas de la mitad del déficit de 17,000 mil millones de dólares sea resuelto con recortes y un poco menos de la mitad sea resuelto con nuevos ingresos.

Nosotros comprendemos que la mayoría de los republicanos en la legislatura han llegado a un acuerdo con intereses especiales fuera del estado para impedir que las excepciones en los impuestos de las cuales se benefician grandes compañías sean eliminadas. Los republicanos también están opuestos a la creación de nuevas fuentes de ingresos públicos. Esta estrategia de usar solo recortes para enfrentar la crisis fiscal del estado pone en peligro lo que los californianos mas valoramos, la educación, la salud publica, los parques públicos, etc.

Si los republicanos insisten en una solución al déficit basada solo en recortes entonces los californianos tienen el derecho de exigir de los republicanos cuales programas piensan recortar o eliminar.

Another politicval puff piece...

List all those "good things" the democrats want to have the state pay for and list those "stonewalling republicans" as a hinderance to that.

And not ANY MENTION of SPECIFIC TAX INCREASES which is what the democrats would want to do and PLAN FOR...there is no "democratic plan to solve the budget crisis" listed in this article...

Just more propagandistic waste of time fluff...

I can fill in the blanks.

First, rework the corporate tax code so that corporations pay 2/3 of all income tax revenues. No messin', past time to reverse the idiotic 'trickle down delusion from 'St. Ronnie's days...'

Second, Set the income tax at 90% for every dime 'earned' over 10 million for individuals.

Take the money and spend on rebuilding the state's infrastructure. Providing for safe and sane regulation and inspection of all consumer products entering the state. Start a state version of the Solar Grand Plan

Oooooooooh! Socalism! Communist!

Well, if you are someone who's ox would be gored by my plans you got one of two choices:

Go along with this and live in a law-abiding growing economically dynamic society or...

End up cowering in yer gated community while the mob, torch and rope in hand, looks for ya.

Yep, big social change is coming. Only question is, 'Will it be peaceful or....

Not.

Noreen Antionette? Let them eat cake? You're so out of touch with the California voters...you guys have suceeded in bankrupting the state. It will happen very soon and I can't wait to see if you'll step up and take the credit. Socialism works until you run out of other people's money. You're time in office is very limited...unfortunately you'll done your damage by then. HEAD ON A STICK! What an idiot!
