College Students See Veto of California Dream Act as Contrary to American Values of Hard Work, Achievement, and Reward.
Vow to continue efforts for access and affordability of higher education in California, including Dream Act in 2008
By Oiyan Poon
President
University of California Student Association
Students throughout the University of California with our peers at the California State University and California Community Colleges are frustrated by the Governor’s lack of human compassion represented by his veto of the California DREAM Act (SB 1). Although this is a setback in the statewide efforts to ensure the California DREAM for all Californians, the UC Student Association will continue to fight for access and affordability of the UC system for all UC students.
In the past couple months UCSA students have worked with Senator Cedillo and Speaker Nunez on bringing SB 1 to the Governor’s desk. We have worked with community organizations throughout the state to register voters, organize rallies, fax blasts, letter writing campaigns, and call-in days to ask the Governor to affirm the California DREAM.
We did this work because we know that many undocumented students immigrated to California as very young children, and for reasons out of their own control they are currently undocumented residents of California. While the federal government continues its struggles to implement fair and just immigration reform, undocumented immigrant scholar youth - some of the best students in California and throughout the U.S. – are being unfairly denied the support they deserve.
In the Governor’s veto message he noted rising fees in the UC and Cal State systems saying ‘It would not be prudent to place additional strain on the General Fund’ for undocumented students. As the voice of students, UCSA can speak with authority on the issue of skyrocketing fees. We too believe that fees are another barrier to the access and affordability of higher education in California. But we know that the issues of fees and financial aid for undocumented students must be addressed dually. This mindset is confirmed among the other supporters of this bill including the California State and community college student associations, UC Regents and the California Faculty Association, all who are very familiar with the challenges of decreased state support for California public higher education.
The United States has always been a nation that espouses reward for hard work and achievement. AB 540 students in our colleges and universities have overcome countless obstacles and adversities, and many still consistently earn stellar grades and contribute significantly to our California communities. By vetoing the California DREAM Act, the Governor sent a message to these students that directly contradicts the American values of hard work, achievement, and reward.
As a child of immigrants and as a student leader, I view the veto of the California DREAM as a message from the Governor that hard work and talent do not count for much in California.
Although the vetoing of SB 1 is a grave end to this legislative session, we hope that Governor Schwarzenegger will sign the California DREAM Act into law next year, during his self-proclaimed year of Education. As students, we are proud of our hard work to pass the California DREAM Act out of the state legislature. We will now turn our energy and resources toward working with the UC Regents, who recently adopted a comprehensive Diversity Statement, to implement UC policy to make AB 540 students eligible for University-based financial aid. We will also be back with more fervor to halt fee increases and pass the California DREAM Act next year.
Oiyan Poon is the President of the University of California Student Association (UCSA) and a graduate student at UCLA, The UCSA is the official voice of over 200,000 undergraduate, graduate, and professional students from the ten UC campuses. Its mission is to advocate on behalf of current and future students for the accessibility, affordability, and quality of the University of California system.
Comments
First to comment on the California Dream Act is from the
viewpoint of the Grupo Amistad Vision and my role to move forward strategies that focus on what vision both
Dr. Martin Luther King Jr. and Cesar E. Chavez hold for
future King/Chavez Legacy "community conversations".
The first one took place on August 30th at the National
Hispanic University in the City of San Jose.
It is good to see leadership within the UCSA speak out
and link up the Dream Act to the fee's and higher education for all. The goal of our first "working group" is the passage in the future of both the National
and California Dream Act. The question of the day is what strategy can so create that result? Looking forward I will share your site and the comments with the
"working group" at NHU and ask them to explore their own
insights on strategies needed.
Your invitation is to visit the draft for the cornerstone to which is in place while using the name
National is to always be local: City or County wide
and designed to carry out that vision of Dr. Martin Luther King Jr.
"In the future all youth will come together to
make this a better world"
With the Grupo Amistad Vision is a hub University youth
run and led institute to be called the King/Chavez
Community Action Center....and the program the National
Youth Union with a neighborhood (One at a time) strategy
to give voice and empowerment to children and youth.
If this vision was in place I do believe that our
Governor would of signed the California Dream Act.
If you see value in such a strategy visit the draft
web presence and speak to Adam Fletcher: Free Child
Director with your insights and participation in building youth run and led programs in your area.
www.nationalyouthunion.org
My comment is that every movement needs strategy and
the Dream Act is a good place to build such...parents
all want to see their children on tracks for good jobs
and higher education for all. The Dream Act would so
build a foundation for long term solutions to the larger
Immigration issue's and build a solution to long term
problems now on both sides of the border.
The question of the day?
What are the strategies of the student leadership now
that the veto is in place?
Count me in.
As a 70 year young activist.
Will research what now is up to other leaders beyond
this by Olyan Poon....what I hold as what can jump start
a new alliance for youth. One that holds the future
passage of a National Dream Act a needed possibility.
Hope that is added to the future stategies. There are
many of my generation to hold that its not about money
but party stands of the Governor when it comes to these
AB 540 students. They are the resource to make America
work for all. But also are the large number of those
children now in the public school system to whom we all
want to see finish HS and move forward to higher education. One thing I have learned at my age about
"Senior Moments" is that I talk alot. You honored me
to read my comments. Will be interested to see how many
of the 200,000 members of the 10 UC campus locations
share the passion of their of their President Olyan
Poon. Living in the scope of UCSC I will try to research their own strategies now that the veto is a
reality.

First, it's a matter of money. Why should the taxpayers be burdened with expense of higher education for people who are not in this country legally?
Second, it's about availability. Each class has a limited number of seats. If any of those seats are given to illegal immigrants, it means that a US citizen or a legal immigrant was excluded.
The illegal children of illegal immigrants should be VERY THANKFUL that they received, for free, a great K-12 education in this great country. Now go home and come back the right way.
Posted by: Paul the American at October 16, 2007 03:21 PM
Until the UC system has room for all the LEGAL students we should not be giving handouts to the ILLEGAL people. The UC system way over burdened with just the people it has now. Mexico has 4 new airlines flying 1 way passangers to border cities. Your children Ms. Poon are going to have a much harder time getting in a UC school in 25 years. Save your money I see USC in their future.

Paul,
I guess we are not alone. I found these comments under the OC register artical on the veto. Just a few from the first page.
Down with illegals! Up with American citizens! Thank you, Gov! BTW, isn't it enough that illegals can get in-state tuition in California? You give them a hand, they want the whole arm....

Since when is it my problem to pay for the education of illegals and their anchor babies?? Californians have their own leal citizen children to get through school. They already receive unnecessay in-state tuition. AS illegals they should have no rights to our taxpayer money. I don't nee any fruit-pickers, I can do it myself. Go home--Mexico has great beaches and country--and I might add the richest man in the world. Why can't they take care of their own?
Build the fence- and God bless America
Jeff and Paul, people are waking up to the insanity of this California legislature which has run amuk with liberal lefty fanatics bent on keeping the illegal vote and the money thrown their way. Keep fighting....it only seems like you are alone..you are not....citizens are now being treated like illegals.
Did you folks know they fly illegals here by Mexican air right to the border??? I'll go down swinging. Let's fight together.
Posted by: lasonya at October 17, 2007 02:33 AM
Stop equating young people who would qualify for this DREAM Act with foreigners who just jumped the fence. These people may not be citizens, but they are American at heart. They speak our language, love our culture, have American friends and then get slapped in the face when they attempt to progress within the only society they know. These young people grew up here! Their whole lives are here! This is not a matter of taxes, it is a matter of supporting Americans at heart. Deport their parents, but give these youngsters a chance. Also, no matter what happens, they are never going to leave.
Posted by: Youpeoplearesick at October 17, 2007 08:40 AM
youpeoplearesick----do you pay taxes??? On the contrary- if you keep track of the news-when jobs are removed illegals move....and ICE is assisting them in moving. As an American taxpayer where is it written that I must pay for everything associated with these children...kind sir, I have children of my own...illegal is illegal.....why can't the government of Mexico take care of their own???? Seems like a beautiful country to me. American at heart is still ILLEGAL at heart. I want to have Arnolds job because in my heart I know I would do a better job.....should I have it? Am I entitled even though I am not qualified? Noone is denying the children are being used as pawns in this game....but I will not take responsibility for someone who just by being here is breaking the law. The winds are changing, and Californians are waking up (except SF) I urge everyone within the sound of my typing to keep waging the fight-Americans have had a bellyful.....

Sorry about the double post, I wanted to make a slight change to the first one.
Posted by: Tanya Selig at October 17, 2007 11:03 AM
Tanya-- let me point out the inaccuracies in your argument...they are doing more than taking a handout they are already given in-state tuition, and they are not citizens...whether they have chosen to enter this country on their own and remain illegaly is first and foremost...do not blur the lines between a legal and an illegal immigrant....the dream act would have siphoned off of the rest of the general fund to give illegals...(people who are here illegally in this country...those who jumped over the border and now have decided they are entitled to the same benefits...you get the picture) I have children who are of college age who are citizens....I refuse to pay for people children or not who are not citizens....stop using the child factor. If the Mexican Consulate can roll around this state offering Matricula cards to their citizens to remain in this country and use up our resources, why can they not pursue a return and (as I keep saying) take care of their own people...where in the constitution does it say I am responsible as an American citizen for anchor babies???? I am a professional tanya, and as a conservative I create opportunities for myself... my children will not ever accept handouts....exploitation?? are you kidding me?? they are exploiting our laws... you re aware that we have a rule of law in this country right? Hospitals are closing under the pressure of illegal alien healthcare, did you know we have an illegal alien cemetary which honors those killed by illegal aliens who were supposed to be deported?? Mexico refuses to accept their own people..so lets get our emotions off our sleeves and start enforcing our laws...the ones meant for American citizens...causality, not blame is the issue, and pointing out causality is not blaming. I should not be penalized because I am a hard-working middle-class American. Once again, illegals are not mine or any other American citizen responsibility. They chose to sneak into this country and everyday they are here-break our laws; and no matter how much people whine, that is the bottom line. Just what makes you think my resources are unlimited, and I have extra to give to illegals...you sound young Tanya... and you have obviously taken quite a few sips of the liberal koolaid...who do you think is going to pay for this free (illegals included) healthcare.. have you ever been taught "no free lunch?" I don't want my tax payer dollars going to illegals- ( Oh yeas, would my tax dollars not be given to crimminal illegal aliens?) By the way congress has recently passed bills increasing the pell grants which will take effect next year. Just a note...your friendly illegals are being exploited by the corporations who wish to keep them here...for votes and to keep their pockets lined... I am active in much of government.. that is why I am aware of the changes needed in California...you essentially acknowledged the inefficiences of gov...what makes you think they would run healthcare efficiently?? Competition is what keeps the healthcare system the best in the world..(have you heard the cancer rates are plunging...)
No Amnesty ever-Gob Bless America-and build the fence
Posted by: lasonya at October 17, 2007 11:47 AM
I don't understand why people think that the students who would be protected under the DREAM Act are taking a handout. They are working people too that contribute to the state's economy, they pay taxes, and they have as much right as citizens to the resources we take for granted. They are not "illegal" just because they aren't protected as citizens. Especially if they've grown up here, but even if they haven't, they have as much right to this country as anybody else. Keeping people down, by denying them legal protections, is just another form of exploitation. People that are worried about limited resources shouldn't blame people that have even less access to those resources. If you want more opportunities for yourself and your children organize to get government to invest more in the things you care about. I, for one, would like to see my tax dollars going more toward Pell Grants and universal health care and less to war and corporate tax breaks.
Posted by: Tanya Selig at October 17, 2007 02:24 PM
lasonya-
I appreciate that you have a very different world view, but the point I was making was that people that contribute to this country should receive the same benefits as citizens expect. I also wanted to point out the way people have misplaced their anger towards undocumented immigrants, rather than addressing the root causes of problems (like misappropriation of tax dollars). I'd also like to point out a few of your inaccuracies:
"have you ever been taught 'no free lunch?'": I know it's an expression, but I happen to work at a school where children do receive free lunches, the point being that a social safety net is one of many American values.
"Competition is what keeps the healthcare system the best in the world..(have you heard the cancer rates are plunging...)": I assume you meant the healthcare system in the U.S.. In that case, we don't have the best health care system in the world. I believe, currently, France is ranked at #1, though the new, conservative President Sarcoszy plans to dismantle it. The U.S. is not high on the list for industrialized nations.
And I wasn't commenting on the "inefficiencies" of government. I actually think the failures of government are, for the most part, due to the apathy and/or the political disenfranchisement of the public.
Finally, I hope that it isn't only the "young" that believe in active participation in social and political change.
Posted by: Tanya Selig at October 17, 2007 03:19 PM
LASONYA - Wow, you are truly frustrated and angry, but you simply sound racist, disguised of course in a flag of patriotism. You also sound very limited in your world knowledge - your ignorance keeps you blaming only Mexicans when undocumented people come from all over the world. Did you know that we actually have plenty of "illegal" White immigrants as well? Well you probably wouldn't notice them too much, since they're not the ones you see in the fields or the Home Depot. Speaking of fields, given that you're a professional, I would just love to see you PICKING YOUR OWN FRUIT. You said you don't need "no fruit-pickers" and that you would do it yourself. I seriously doubt it. You would complain the whole time about your wages and poor working conditions. Goodness, you would have to piss in a cup or use a portable toilet! Now surely, American tax payers don't deserve that.
Your comments clearly show that you have no concept of what it truly means to be part of a global economy - you're just concerned with your silly little wallet. It's so simplistic it's cute. You've probably never even left this country to have a global perspective of any sort.
And in terms of competition, sure, competition is most definitly what keeps our whole economy booming, BUT, this same competition is why we will ALWAYS have undocumented people in this country. Since you seem so concerned about the Mexican invasion, have you ever heard of NAFTA? The economy in Mexico is as it is simply so that the rich in Mexico can get richer and we Americans can get a t-shirt at the Gap/Old Navy for $12. So why do people leave Mexico? Because they're getting paid $20 a day and goods are costing more and more at US prices. They would rather risk their lives or just take hateful crap from you than starve to death. Way to go LASONYA! Way to be an ambassador - I'm sure the Statue of Liberty was given to us with people just like you in mind. You're a true American - NOT!
Posted by: lahelen at October 17, 2007 04:34 PM
And I appreciate yours;however
Rejecting amnesty is not misplaced. The federal government should enforce our existing laws, and build the fence first. Everytime they attempt this they get sued..by corporations and individuals who believe they are entitled against our rule of law.
No, people who are not citizens should not be given what citizens are given! Illegal is illegal there are many illegal immigrants, and out of the millions that are here... the majority are Mexican, so....for the sake of simplicity, we will clarify it to be "all illegal immigrants from anywhere on the face of the earth."
Your inability to understand "no free lunch" demonstrates you have never been taught that it is not a literal statement...ask someone around you..I guarantee you it does not literally mean.."no free lunch"
Were you angry when the the Black students were shot execution style in the back of the head by illegal immigrants who were deported, then chose to sneak back in again??? I was....and the list goes on.
Which leads me to the healthcare system, being a nurse, and having worked in both systems, we can pick at the statement of the best healthcare system, but why does France want to rid themselves of the universal system??? Why are Canadians being sent here to have their babies??? Cancer rates and other advances have been made because our system allows competition and research.
You are right, they are not illegal because they are protected (in Callifornia, not in every state) as citizens, they are illegal because THEY CHOSE TO SNEAK ACROSS OUR BORDERS AND BREAK THE LAW.
When you complain about corporate tax dollars, and misappropriation of funds who exactly are you referring to?
Nobody is "keeping them down legally" they sue American citizens in our own courts everyday, protected by the ACLU and special interest groups. By the way France, has also enacted tough immigration laws which become effective after the first of the year.
lahelen: Why are you not defending the rights of American citizens? I tire of the boring old argument of racism. As an African-American, and prior to becoming a nurse, I worked three jobs as a single mother to provide for my child, no handouts ever.
I have Worked in Saudia Arabia as a nurse, and as well have visited Iraq to support our troops-many times I have left this country.
At what point does Mexico,or any other country take responsibility for its citizens who are here illegally? Why are they not accepting them back when they are deported?
Let's not blur the line between legal and illegal. Noone is against legal immigration, this country has prospered with its assistance but when a country provides maps and water bottles so that its people can come overhere...to break our laws illegally.....
So, you are blaming the US economy for Mexicos plight? I think you need to research the problems which plague the economy in Mexico...
When the government says they don't have enough agricultural workers to harvest the fruit its a lie, and a ploy to get more people into this country, which translates into votes and slave labor for them. These folks are the people you should be venting on, they are exploiting illegal immigrants, the Average American citizen is just footing the bill.(and by the way we are tired of it.)
My finances is how I pay for the needs of my child, which is what I am most concerned with as a single parent, so, I am appalled at people who think I should be more interested in paying for someone elses families first.
(NAFTA?? NAFTA superhighway, SPP Security and Prosperity Partnership, North American Union.Global economy whole other discussion..)
Why can't Mexico, who has the richest man in the world keep its citizens there, and take care of them? Their economy is suffering greatly from their peoples migration here.
lahlen, lets not lower the conversation to anger, and frustration, all points of view should be respected, after all, healthy discussion is how we come to learn and cooperate with each other.
(And by the way, I grew up on 45 acres, and I had to pick the rocks out of the ground before my father could plow it to plant,in 110 degree weather.) I can and will pick anything, paint anything, grow anything, build anything. You see, I speak from experience...don't assume.
I am very proud to be an American-
No amnesty ever,
build the fence,
attrition through enforcement,
impose fines on employers,
God bless America

I can GUARANTEE that an overwhelming majority of UC students oppose giving ANY type of benefit to illegal aliens. We all know how increasingly difficult it is to get into the UC system.
Why should a space be filled by someone who has NO authority to be in the United States?
The DREAM Act is all about giving in-state tuition breaks to law-breakers. A CITIZEN living in Reno -- right across the California-Nevada border -- will pay thousands more a year than a person from El Salvador who is to be deported under the law.
BUT JUST ENDING THE DREAM ACT isn't enough. An illegal alien student still fills up a seat that should go to a citizen or legal immigrant. AND, the illegal alien is making use of taxpayer dollars any time he walks on campus (i.e. by using the buildings, desks, dorms, etc., all of which are built by taxpayer dollars).
A BILL we all want to see is one that requires a person to prove legal status before even filling out an application.
I'm sad to say it, but the University of California Student Association is simply another activist group made up of irrelevant socialists who think they have a right to use your hard-earned cash on illegitimate programs.
Posted by: J.D. -- A UC Student OPPOSED to the "DREAM Act" at October 23, 2007 07:24 AM
The UC Student Association is a coalition of the undergraduate and graduate student body governments at each UC campus. Each year these ELECTED student governments send representatives to UCSA's annual Congress where we collectively vote on which campaigns to pursue. Each campaign requires a 2/3 vote in order to become a yearlong action agenda item.
Therefore, UCSA follows a democratic process in deciding what issues to advocate for, and an overwhelming majority of elected representatives from every UC campus voted to support the CA DREAM Act.
