You read that right--If the ballot measure now backed by the California Republican State Party to change the Electoral College passes in June, the November election may have been decided at that point. Barring a real Democratic landslide, there will be no way for the Democratic nominee to win the general election. It will take 22 electoral votes (about the same number that the state of Ohio has) from California and give it to the Republicans.
