Effects of the California Budget Blockage on Our Readers

Over the last month, we have received a number of inquiries as to when the California state budget will be passed, many with personal stories of how our readers are affected.
Please note: I have no inside pipeline as to when the budget will pass, and I don’t believe at the moment anyone can do more than speculate. If there is any breaking news, it will be reported right away. Lately, some Republican State Senators have floated the idea of a temporary budget bill, similar to the continuing resolutions used by the U.S. Congress. This has never been tried before and only gives more leverage to the holdout minority that is blocking the budget from passing.
The budget has already passed the California Assembly with the support of both Democrats and Republicans, but has fallen one vote short of the two-third’s vote needed in the Senate. Only one Republican State Senator, Abel Maldonado, has voted for it, despite please from Governor Schwarzenegger. Two Republican Senators are needed for passage. The rest of their lot, called the “gang of 14” by some, have taken a pledge only to vote for it if a majority of them are willing to do so.
Call your California State Senator and let them know as well. If you get any answers from them let us know.

Here are the last three of dozens we have received as direct emails that were not sent as comments to previous articles, with personal identifying information deleted:
“I just want to know if you all have any idea WHEN the state budget is going to be signed? you guys are holding up my renters credit check, my kid starts school soon, i really need it, whats going on?”
“Our family is counting on the state budget to be signed in order of my very disabled daughter to keep her nursing service's at home by medi-cal. If the budget is not signed by sept. 1st we will lose nursing service's for …which would put me in great hardship seeing that she needs 24hr. care and i also have a 3yr. old boy. so it would be very diffacult for me to be awake 24hrs W/… and take care of my son during the day. i hope it gets signed soon. thank you for taking the time to read this.
“I'm inquiring of CalPers checks and the budget. Is that why they are delayed?”

People can call in all they want, budget will not be passed till Democrats give Republicans what they want. Budget can be passed in 1 day or 1 year, it's all up to Democrats. I hope Republicans do not pass temporary budget, as that will put more pressure on Democrats to give in as they are for "poor".

Well it's good to see you're not bitter at all about what a small minority your party represents. And it speaks to your political IQ that you are not willing to compromise. It's too bad your party not only has no leverage in the state, but it's also losing ground at the federal level, not to mention the further losses they will undoubtably suffer after this budget fiasco. I run four facilities for developmentally disabled children who require 24hr nursing care. As of last week we have not received any of our checks. We are funded 100% by medi-cal. Each facility has 6 children in it. Our payroll was on Friday and I was one of the ones who did not receive a check. Both my husband and I since we are upper management. It is extremely stressful since we were only able to secure a loan which will allow us to continue in operation for one more payroll. After that we have no more income to meet any other payrolls. It is very difficult and stressful to see everything you have worked so hard to acheive hang in the balance. I am only one provider in my area going through this but I personally know 8 other owners of facilities just like mine that are going through the same problems. All in all, we are a total of over 25 facilities for adults and children who are developmentally disabled who live in these types of homes. That is over 150 adults and children who will be force to move into hospital once we shut down. Hospitals that don't want them and don't have beds available for them. This is not even including all the staff required to care for them 24hrs a day who will be loosing their jobs if we are forced to close. Staff that range from Administrators, RN's, LVn's, LPT's and our regular direct care staff. I truly hope that both parties can come to an agreement soon as we are all suffering through undo hardships right now.

Blame Democrats, Republicans senate did offer to pass an emergency law that would let medical pay from july 1-August 20 when both legislators body are scheduled to come back.
It's pretty simple to get budget to pass, get Democrats to give in.

we are a hospice program and we take care of patients in the nursing facilities. once patients are enrolled in hospice we take care of the billing for their room and board and reimburse the nursing facilities for it. it has been three weeks since we have not received any payment from medi-cal for the room and board and for our services. in the meantime we continue paying the nursing facilities for the patients' room and board and still provide the services without any payment whatsoever. there are over a thousand of hospice programs in california. we deal with patients who are dying, we can not just drop the patients ( and their families) because of the senate not passing the budget. please have the conscience to do what is right and set aside your personal interest and pass this budget. the people of california need you to do your job responsibly. PASS THE BUDGET, THERE IS NO REASON WHY NOT.

How ridiculous for you to suggest that all Democrats need to do to pass budget is 'give in' to Republicans. You sound like this is merely a game to the Reps. This isn't a game. People's lives and livelihood are at stake.
The simple truth is that automaker and big business lobbyists are so far up the Reps asses that the Reps can only see how their bottom-line is affected, rather than seeing how the people who put them in office in the first place are affected.
Shame on the Republicans!

Hi, we have an Adult Day Health Care facility for elderly and disabled in San Fernando Valley (LA county) and surely, like everyone else, we are waiting for CA budget to pass. We have been in the business over 6 years and never have we had this situation: employees need to be paid, bills and rent was due and now we have to get a loan in order not to close our doors and leave all these elderly people without care. DISASTER!!! I think Californians deserve better than this. All Republicans should get a grip and finally sign off on the budget, we have more important problems facing us everyday and that should not be one of them. Majority of us paying hefty taxes every year, and working our asses off to live here and provide services to other more needy people, like sick & elders. SO, I think it is time!!!

Awaiting the California budget means alot to my family. Butte County has sold my children to the California Youth Authority (California Dept. of Juvenile Justice). Yes, Just patiently waiting for the budget to pass so that the county can get their 1.6 Million dollars (approx.)

Not receiving my renters-credit and now finding out my Cal-Grant check will be further delayed just prolongs my dependency on social security disability. I am not able to continue my plans and goals to once again become gainfully employed. Listen to your constituents, we need consistency! - Having to wait for a budget that repeatedly has been delayed year after year has taken its toll. Are the Reps. responsible, receiving their income through this time of hardship for others?? Shame.

Blame the Republicans, that's all we here. Starving kids, no heart for the disabled, no this, no that. It's all about the democrats wanting complete control of everything which would squash all debate as to what is or isn't in the budget. If it were up to democrats laws would be passed raising taxes and nobody could do anythng about it. It's completely disgusting to see the idiots on the left try and blame people who want debate and compromise. If they had their way this state would be a santuary for everything illegal with everything free for all. My family is waiting for the budget to be passed to, with a family member waiting to start a job and can't until it is. But you don't see me blaming Republicans because they want debate or crying about it.
Grow up dems and blame yourselves for the mess.

Who are you kidding, " leave all these elderly people without care". What care, to me ADHC is nothing more then a scam and a lot of them have been shutdown recently in Los Angeles county and other area. If your patient don't come that day and you call to see why and they say they are sick and will stay home, you still mark that they came(who will know that they didn't).
If you close your doors nothing will happen to your "patients", they will just either a)stay home till some ADHC reopens or will attend one that never closed.

What a sad mess. I run a family day care and care for children that are subsidized by the state. I am very afraid that if we do not get this budget passed it could affect the families that I care for as well as my ability to pay for my own families needs- will I be left homeless because I cannot pay my mortgage? I am not a big political person but I do know that it is not fair to hold the lives of so many at stake because people disagree as to what they feel is right. Set the differences aside and look after the people it is designed to help, at this point this stalemate is hurting the entire state.

It's not Republican concern about what happens to you, your business or the family whos kids you're watching. This fight is about much bigger thing then you or some other small time business. This state could have budget month ago if Democrats would have given in. Till Democrats give in, it's likely no budget will be passed. It's likely after ther 20th work on budget will start from square one (from reading some press release)

It's not just the Democrats who are happy with the budget on the table, the Republican governor is too. Why should a tiny minority prevail? The public voted mostly for the Governor and for Democratic legislators. The Democrats are only two votes short of a 2/3 majority in the Senate, which shows you what a tiny minority we are taking about. And the Republican proposal isn't just a minor tweak; they have their own completely separate budget.
Forget it. It would be undemocratic to give in to this kind of blackmail.

It's pretty simple give in or wait. Republicans are willing to wait, are Democrats? If so for how long, weeks, month? Democrats will be eaten alive way quickly then Republicans ever will. Democrats ignore Republicans in the senate during the year, because of majority they have, so Republicans got no choice but to use their small minority when it comes to budget time.

So-called "Republicans", and some "Democrats" as well, represent a mind set which will soon be dynamited by social revolution, following upon the destruction of their wealth by hyper inflation and collapse of the "consumer" (as in mindlessly consuming) economy. Their gated communities will be breached, and there will no longer be any "nice" dialogue about budgets and compromises. Social justice and Bolivarian style policies will send "free enterprise" (grab what you can get and keep) into the dust bin of history.

Niether the Democrats nor the Rebublicans loose their income that we pay for no matter how long it takes for them to make a compromise, whereas some of us are waiting for the little extra income we depend on for food or medicine or gas from the moneys that are alloted for renters credit, etc. A lot of us are old and have no reserve to tide us by. If we have jobs and don't work, we don't get paid. Why should our representative be any different? No work, no pay. If their income stopped until a dicision was made, they would do everything to speed-up the process for reimbursement to the waiting, vulnerable public. They are all just self-centered individuals never caring one bit for the people how voted them in. I thank you in advance for your expediancey in resolving this problem. Sylvia Barnes

Probably so...it may be a small business to you, but it is my livlihood and those of others that this situation affects...People like yourself who are so concerned about what is right and that it is your way or nothing is ridiculous.. I work, I put into the system and I will pay for you when you are old and need care, whether nursing care or medical....I pay! So don't be so callous..think of others before you send such cold messages. You are extremely self centered and if that is what represents your political party, I will never be apart of it.

The Governor never should have let the Senate leave on vacation. They should have stayed and Denham has to be replaced by someone willing to sign the budget to pass.
We will to P/T at work if they do not pass if by end of August. Get it done. Governor, get the Senate and Assembly back to get the job done.
Everybody is suffering. There is no excuse for this to be happening to California. Everybody needs to do their jobs.

Apart from private gain, there is no motivation for someone to write as you have repeatedly written: "It's pretty simple to get budget to pass, get Democrats to give in."
The Democrats have already given in. Your statements are clearly and simply designed to cast blame and divert attention.
In the long run, people like you, who are in the pocket of money interests, lose the respect of the people around them. Except of course for those who are as bad as you and they'll stab you in the back for a dollar.

I am a Direct Care Staff in one of the houses operated by Ability Pathway Inc, Montclair, California. In the home I am working for, we are taking care of 6 clients with mental as well as phisical disabilities whose living cost are depending on and coming from state.
I do not know, whose responsibilities is this, but please stop blaming one another for your political reasons and gain. People, the clients and the care takers lives are at the stake, when you, the senators etc playing game with the state budget.
Please be aware that you have been choosen by the people(which include those who cannot look after themself due to their disabilities) to look after their basic living requirements. Hope God will lead you to a better understanding about their life.

Well I am a small business owner. The State of California owes me over $22,000 for goods and services we have provided various agencies. I have not recieved nor will I receive payment until after the State Budget is passed. So what do I tell my suppliers? Tough?? What a bunch of crap. I have a couple of state contracts and I am obligated to continue to provide goods, knowing full well I may not get paid until October. In addition I have sales tax that I have not collected and is due to be paid. Yes that is right sales tax I charged the state agencies but I will be charged a penilty if I don't pay on time!!! PASS THE FLIPPIN BUDGET!!!!

The only answer to the woes in our government, both State and Federal, is to dismantle this two-party bi-opoly by voting for any candidate, ANY candidate who is not running as a member of either major party.
Whether you call yourself a liberal or a conservative neither of these parties represents your true interests when you look past the tripe bi-partisan showmanship these guys engage in to polarize us and keep the two party system dominate. In reality neither side wants obvious majority control, they want both equilibrium and staying power. and any large move one way or the other threatens the balance of power and the winner inevitably gets knocked back down because neither side is capable of sustaining positive government if left to their own devices. It is the constant blaming of each other for State and Country woes that keeps the voters eyes off the fact that neither is competent and neither deserves our vote. We are simply too busy blaming the other guy to hold “our” guy responsible for his own lack of performance.
I'm not saying vote Green, Libertarian, or any other party line... just pick any guy or gal not running as a Democrat or a Republican, no matter how crazy, and keep it up for the next 8 years. However the cards fall, it will send a message, it will shake things up, it will change America... and while America is a great place to live, is there a single one of us that believes our political situation is what our forefathers intended? Do any of us look at this mess thankful not only for America, but for the leadership we currently have in this state and in Washington? Is there a single American you can find that believes their interests are represented by their government?

The political system is broken beyond repair when a few fools can hijack the system for thier own interests. As an employee of the state I can see what politics has done to wreak havoc on getting anything done. We can't get projects done because of the political situation. I get paid to do a job for the taxpayers and am glad to do what I get paid for, even if I don't make what I should for my profession. As far a politicians are concerned, "if thier lips are moving, they are lying", in this case especially the holdouts.

I am writing to you on behalf of the clients I serve and work with. I work for the HAVEN team in Marin County, Ca. which is part of the AB2034 program. Our clients come into our program homeless and we find them housing. All of our clients have a mental illness and they are in desperate need of help. These are people who have been shunned by society, yet they are human beings just like everyone else. Our clients need more help and support than other people and without our program our clients will end up living on the streets again. Funding for our program is essential in order for our clients to have a place to live, to receive medical and psychiatric help, and to receive the support and caring they deserve just like every human being deserves!
