"Promises Kept" and California's Road Ahead to a Democratic President

On January 4, 2007, Democrats took over control of the Congress of the United States. They elected Nevada Senator Harry Reid to be Senate Majority Leader. They chose Nancy Pelosi, of San Francisco, to serve as Speaker of the House. The choice of Pelosi made history. She became the first woman, the first Californian, and the first American of Italian descent to serve as Speaker. Northeast Democrats remember with pride the festive, giddy scene on the floor of the House…Mrs. Pelosi with gavel held momentarily upward, her declaration opening the House floor to children for one day, the parade of Pelosi children and grandchildren across the Speaker’s dais. Pelosi’s opening speech articulated an ambitious Democratic agenda…a change of course in Iraq, a reform of ethics rules, and increased economic opportunity for middle-class Americans.

On August 6, the House of Representatives recessed for its annual summer break. Journalists immediately began analyzing the legislative accomplishments of the Democratic majority. Margaret Talev, of the McClatchy Newspapers Washington Bureau, wrote a typical analysis- “Democrats promised voters a lot in exchange for winning back the majority in Congress this year: a change of course in Iraq, a return to old-school bipartisanship, and a broad domestic agenda. Seven months later…the results are mixed.” Talev’s article misleads the American public.

Here’s how it does so.

The United States Constitution names the President as Commander-in-Chief of the nation’s military. It grants the Congress the power to declare wars. President George Bush never requested a declaration of war from the Congress. Therefore, Congress’ ability to rein in Bush’s deployment of US troops to Iraq is limited. Furthermore, it is not true, as Talev and other journalists imply, that Democrats promised an end to the Iraq War. During the 2006 campaign, what Democrats actually promised was a program of legislative initiatives which would lead in the direction of winding down the war.

We have kept our promise. In April, the Congress passed the Iraq Accountability Act which would have “stepped-down” the US military presence in Iraq. On May 2, President Bush vetoed it. On July 12, the House passed the Responsible Redeployment from Iraq Act. On July 25, it passed the Banning Permanent US Bases in Iraq Bill. As of the August recess, House Republicans had been successful in blocking enactment of both measures.

It is unfair for the press to criticize Democrats for the Iraq debacle. We have advanced specific legislation that would wind down the US role in the war. President Bush and a majority of congressional Republicans support the status quo.

Talev is closer to the truth in assessing the domestic record of the Democratic Congress. She credits the Democrats with passage of an increase in the federal minimum wage -- the first such increase in more than a decade -- and points to our party’s aggressive oversights of the Bush Administration. The minimum wage increase is a monumental achievement. It passed despite predictable GOP opposition. Over time, it will positively impact the lives of millions of working-class Americans. The investigations of such incompetent Bush Administration figures as Attorney General Alberto Gonzales show that Democrats are dedicated to rooting out malfeasance and dishonesty in the executive branch of the government, a stance that will also stand our party in good stead in the upcoming presidential election.

In a democracy, however, what matters is the voice of the people, as recorded at the polls. I have a strong sense that the American people are smarter than Tarlev and other political journalists. Recent polls indicate that strong majorities of Americans want an end to the Iraq War, an end to corruption in politics, and economic policies designed to increase opportunity for the common people of the nation. Polls also indicate that most Americans would vote for a Democrat for president next year. However, Northeast Democrats are wise enough to know that poll results plus fifty cents won’t even buy you a cup of the House Blend at Starbuck’s.

Simply put…to win the presidency, Democrats must organize our neighborhoods and work harder than ever before to elect a Democratic president in 2008. Join your United Democratic Campaign and plan on becoming a precinct captain in next year’s presidential campaign.

Goodness, an article critical of someone elses article, yet both are not present to make a valid compairison. Strange...

The democratic party said it would DE-FUND the war with a majority in Congress and by that action END IT.

You guys lied!

Your two step to take the heat off of your party for your failure to end the war will only play in Peoria...

Your "specific legislation" to "wind down" the war was only political stuff to try and limit, using your argument, the commander-in-chiefs execution of his role to FIGHT wars. Limiting is not the same as ENDING.

Most of your democratic presidential candidates, including Ms. Clinton did vote FOR war or don't you remember. Sure, it wasn't a "declaration" but it was a green light for Bush as commander-in-chief to execute war-like activities...

Just like Democrat President Lyndon Johnson got to fight the Vietnam War with...

Forgot to mention these parts didn't you? I wonder if the Talev article you repute does?


You have betrayed the trust you had with you own folks; Code Pink & Cindy Sheehan. They really want the war to end, you guys just said lies as your post majority status not attempting to de-fund the war PROVES along with Sheehan's potential run to replace Nancy Pelosi in Congress.
