The California Progress Report Heads Home to San Diego and the California Democratic State Convention

2006-CDP.jpg
Yours truly with now Secretary of State Debra Bowen at the 2006 California Democratic Party Convention (Please tell me if I have too many pens in my shirt pocket in San Diego.)

By Frank D. Russo

The California Democratic Party Convention in San Diego starts shortly with banners, balloons, and tables full of buttons and at the ready. There is already a buzz in the air about the fact that all 7 major contenders for the Democratic nomination for President will be appearing and meeting with delegates. An assemblage of over 300 television, radio, print and internet reporters and bloggers have been credentialed and will be covering the meetings which go through Sunday.

We already have received a number of articles and commentary on the convention and will report, not only on the speeches, but also what is going on in the hallways and behind the scenes.

There will be a lot of folks wearing funny hats and tons of buttons. But there is a lot more going on than three days of partying and meetings. We hope to convey a bit of what is on the minds of all those delegates who were selected in packed caucuses in the 80 Assembly Districts that make up California.

I'll be speaking at a panel this afternoon on the media and hosting an event this evening with some fine folks for a couple of Congressional candidates: Jerry McNerney who defeated Richard Pombo and is now running for re-election and Charlie Brown who is running against John Doolittle (unless he resigns, is convicted, or decides not to run for re-election). Check out the Calitics page and you can't miss the invite to the Brew House.

If you're at the convention, don't be a stranger. Let me know what's going on.

It's nice to come home. San Diego is where I grew up. And the Democratic Party is my home, as it should be with any self respecting person with my initials.

The further south one travels, the less law one finds.
This is especially true in San Diego; a city at peace with its corruption.

I volunteered at the CA Dem Convention in SD this past weekend. I was very excited and happy to help out in any way that I could. I was very disappointed to learn that by midday on Sunday, at what was probably the most important part of the convention, at least 500 delegates had left. This caused the loss of a quorum and halted the voting on resolutions that so many people worked so hard to bring to the floor. This angered me. Isn't the voting the reason we send delegates to the convention in the first place? I would like to know who left before they should have and why? Is this a usual situation? And if so, why not hold the elections earlier so that more delegates can participate?

Re: Lack of Quorum for Critical Vote on Iraq:

I've been a delegate since 1993. The agenda has always placed the vote on resolutions at the end on Sunday. Experienced convention goers know that the votes depend on a quorum being present, and that they must not leave until votes are cast, if they care about the outcome.

That's why we schedule our flights several hours after the Adjournment time posted on the agenda.

Yes, we can work with the Rules Committee to change the Agenda, and put substantive votes on Sunday Morning instead of later in the day.

Yes, Delegates need to be familiar with our CDP ByLaws and Rules, and how the system works, in order to be effective.

Yes, there are many experienced delegates eager to share information and mentor new delegates who seek to understand how the system works.

If ye don't ask for information, ye shan't receive!
