ACKERMAN: REPUBLICANS WILL OPPOSE SCHWARZENEGGER HEALTH PLAN UNLESS IT SCREENS OUT THE CHILDREN OF IMMIGRANTS WITHOUT DOCUMENTS

By Bill Cavala
A veteran of over 30 years in Sacramento
Demonstrating to all the reason he was reelected leader of the Republicans, Dick Ackerman broke with his party’s Governor – on inauguration day –vowing to oppose the Republican Governor's health care proposal. The Schwarzenegger plan will undoubtedly begin with health insurance for children. Ackerman vowed to oppose that proposal unless we first segregate the children into those with citizenship documents from those without.
Once we know which children are here legally, we can deny public health services to those who are not. When avian influenza mutates into a variant of the 1918 virus and a pandemic ensues (a premise of California’s current public health policy), we’ll exclude the children without papers from the protections offered by tamiflu and any vaccine developed at that time. Of course these “illegal” children will spread the disease to their “illegal” parents who, in turn, will spread it to legal coworkers and, gasp, even to the lily white precincts represented by Senator Ackerman.
But we can’t “reward illegal behavior”. That’s a principle we need to adhere to – even if it kills us.
Requiring children to prove that they are citizens, hence “entitled” to Republican support means proof will have to be supplied by their parents. Undocumented parents may not want to submit to the investigation that might require, so their children would go without health care – which is the Republican point. Send them back to Mexico. Even if the children were born in the U.S.A. and legally entitled. Republicans refer to these children as “technical citizens”.
“Ackerman” and :”Schwarzenegger” – now there are two old fashioned American names whose extensive old American family tree surely entitles them to be the judge of who follows them across our border. (I myself come from a distinguished family of refugees from various European tyrannies – from George III to Frederick the Great). Fortunately for me, the quotas drawn up in the 20’s were too late to classify my ancestor’s entry as “illegal” – and the immigration laws drawn to enforce those quotas were drawn by the descendents of other Europeans – so “Schwarzenegger” was able to emigrate here, “legally”. No one questions whether his children should be eligible for health insurance because of his “status”.
I am not arguing that immigration policy isn’t a legitimate subject for debate. It is. The Republican position – that it should be a federal crime to be in the country without documents and that it should be a felony to “aid and abet” such criminals and certainly to hire them – is worth debating. It’s a stupid policy for California. It would destroy much of our agricultural economy. It would criminalize the existence of millions of persons now working, residing and raising families in California. (If you liked Prohibition, you’d love the enforcement of this new Alien and Sedition Act.)
But while we argue against the Republican’s final solution to the problem of undocumented immigrants, can’t we at least agree to keep the children out of this fight?
Bill Cavala was Deputy Director of the Assembly Speaker’s Office of Member Services where he worked for over 30 years.
He attended undergraduate and graduate school in the 1960’s and received a doctorate in political science at UC Berkeley. He taught political science at UC Berkeley during the 1970's while he worked part-time for the State Assembly.
Cavala left teaching at UC Berkeley and went to work for Assembly Speaker Willie Brown in 1981 until his tenure as Speaker ended in 1995, and he has worked for his five successors as Speaker up to and including Speaker Fabian Nunez.
Mr. Cavala manages election campaigns for Democratic candidates.

Congrats Mr. Cavala, you have achieved a high level of disgust on the personal meter by alleging/articulating the, "...Republican's final solution..." to this problem, one that has been encouraged and tolerated with ZERO action or leadership by your parties senators, congressman and state legislators for decades. You know, the ones who make the laws and should encourage their enforcement otherwise what is the point of having any government?
My disgust continues; a typical liberal party knee-jerk hack is one who constsantly uses "for the children" in any point they make. What about the children who are here legally? Some of whom may be "lilly white" and some who are not. Isn't our society taking away from them by spreading our resorces thinner over something that shouldn't even be occuring? Are we not paying taxes and building infrastructure based on a census of those here legally and citizens of THIS nation?
Wouldn't more benefits for illegal aliens (no quotation marks around illegal, didya notice?) actually encourage MORE to come to this country and further exaserbate the problem? Will YOU take the responsibility for their deaths when they run a hostile desert border trying to get here?
Just because I oppose your position, don't get the idea I oppose LEGAL REASONABLE GOVERNMENT REGULATED IMMIGRATION and a GUEST WORKER PROGRAM. I do not want our economy to suffer, but it is now already with health care, schools, etc., etc. having to spend our money in taking care of those here ILLEGALLY, a failure that your party bears half the resonsibility for!
Good gosh, if you are not far left I don't know what is. Because I see ZERO compromise or a reasonable or logical approach to this issue from you sir. I hate to use labels such as far left or far right stuck to anyone as it raises unnecessary ire, but to classify and marginalize someone so far from the center such as yourself is the only solution; no not "final solution" as you use in your hate mongering attempt here.

Stop reward heath care to lawbreaker (illegal immgration).
I don't like my taxpayer to help Lawbreaker to get free health care.
That is wrong.
If you do then illegal aliens will happy to take advantage our taxpayer.
Don't you see that California is broken and force property tax raise every year because of illegal aliens.

As usual, emotion-based ( NON logical ) and NON-thinking types like cavala prove yet again, that they are very generous and caring AS LONG AS THEY CAN DO IT WITH OTHER PEOPLE'S MONEY. Sure, give away legal AMERICAN citizens money for people here illegally. WOW, I wonder if giving away MY money to BUY the votes of waves of future illegals has anything to do with his motivation? DUH.

I am sick of the political gridlock where NOTHING gets done because our important issues are being framed around illegal immigration. American citizens should not be punished because there are illegal people in this country. WE NEED MEANINGFUL HEALTHCARE REFORM NOW, whether there are illegal aliens here or not. Let's get on with it and take care of our immigration problems some other day. OneCareNow.org has the best solution to California's health insurance problems.

Right on, Mr. Cavala! The poem "New Colossus", inscribed at the base of the statue of liberty, reads, "Send me your poor, your huddled masses yearning to breathe free!" Since when, all Mr. Ackerman, did this change to, "Send me your wealthy, your huddled exexcutives yearning to invest freely!" Civilization, humanity, and decent Christian morality compel us to work towards a state of society in which the weak, the sick, the poor, and the newcomer are all cared for. People like Mr. Ackerman too often forget that many immigrants risk life and limb to come to the United States in search of a better life, and yes, people are killed trying to cross the desert. The current state of affairs is deplorably uncivilized, and attacking immigrants will not fix it. California (and the Union) need national healthcare and/or socialized medicine, in spite of all the penny-pinching xenophobes who would rather see their fellow human beings suffer than pay another 1% tax.

Boy Sid, you really are off on the deep end on this.
If you think Cavala is left wing because of this, I guess you think the same of Schwarzenegger who is proposing as part of his budget that these children be covered. First of all, if they are born here, they are US citizens and cannot be treated differently from any other children under the equal protection clause of the US Constitution. Secondly, Cavala makes a good point that they should not be made to suffer for what their parents did. Third, the plan is to cover all children--so its not like other children in California suffer by this and don't receive coverage.
Your rant about enforcement is ramblng and nonsensical. There was a bill in the last Congressional session put forth by Senator Kennedy (who was a Democrat the last time I checked) and Republicans such as John McCain that would have reformed our immigration laws and enforced the law. It was blocked by Republicans who controlled the last Congress--the party that has been in charge nationally for the last decade.
Last point: It is not only immoral to deny medical care to immigrants kids, it is counterproductive. If they don't have ready access to medical care and get sick, not only do they endanger others, it costs more to treat than prevention and early care. And the taxpayer ends up paying for that at hospitals, county health clinics and in other settings. That is, unless you want to leave human beings dying by the side of the road or something.

Mr. Russo,
For your own credibility, you have to consider that Mr. Cavala's reference that the, "Republicans final solution", a contrast that republicans are like Hitler and his Nazis who exterminated over 6 million people. is way over the top and hate mongering to a "T". How can you tolerate this? (It is a question, not a statement). Ok, First Amendment, but would you personally tolerate or socialize with such a creator of hate?
Does Mr. Cavala have a problem as well with "lily white" kids? It's always "for the children" isn't it? Well what about the children of US citizens, some but not all of which are "lily white" and taxpayers who have their resources taken from them by increased infrastructure costs that are not of their creation?
(Where is the "blame" for Mexico/Central America for causing it's own to do what they do? Isn't that the root problem here? Don't parents have a responsibility to raise only the number of children they are capable of raising themselves including not risking their lives crossing a desert & "Coyote" border environment?)
As far as Senator Kennedy, he and his party were in control of Congress from the 1960's to 1994 even during Johnson's "Great Society" Why didn't he fix this problem then as it is now a hundred fold worse now? Amesty won't work; Regan tried it in the 1980's,the democratic majority congress approved it, and look at us now.
Plus, are you alluding that Sen Kennedy and other politicians are NOT enforcing existing law? (Your , "...reformed our immigration and enforced the law"). Why do lawmakers make laws and then either degrade or shine on their enforcement, aka drivers licenses? Government is to regulate, not create chaos.
Look, it is obvious Mr. Cavala and to a degree yourself automatically assume if someone doesn't agree with you OR is a republican is just wrong. That is on a in this case left fringe. Being on a hard right fringe is no better aka your assumption as to how I feel about our Governor simply because he is labeled a republican.
Dang it, the center is where it's at. But Mr. Cavala's hate obviously places his seat on the boat falling off the port side...
Posted by: Sid at January 8, 2007 02:23 PM
By the way, you say "...immigrants kids". Are they not actually-technically the children of illegal aliens? There are words that mean something and then there is spin...
Thanks for letting the center here get it say in!
Posted by: Sid at January 8, 2007 04:01 PM
It's been obvious to me for years that any Democrat is better than every Republican running for office.
Or, if that's not true, it's a good maxim on which to base political decisions.

Ah, the elitist liberal mentality finally surfaces! "I/we are better than all of you and we will decide what is best for you. We will make no pretense as to compromise with anyone or of embracing the center on any issues". Fellow readers, to be clear this is my made up quote for Mr. Cavala...
...who if you read all the above including his article has compaired republicans to Nazis in alleging republicans want to exterminate "immigrats" (actually liberals are describing illegal aliens) with their "final solution". Mr. Cavala, despite all his "experience" in government and "higher education" is a practitioner of both elitetism and hate.
Is this your "Progressive" leadership example? Is this someone you want to be associated with? How about it Mr. Russo?

Sid, like most fantatics, lacks a sense of humor.

How easily you label me a "fanatic" when you as easily compare fellow Americans to Nazi mass murderers. That is not only not funny, but extremely distasteful. This whole exchange demonstrates again your elitist and hate mongering approach to American politics. Get it? You can't or don't want to get that, in addition to your demonstrated disregard for centrist positions where the majority of Americans do sit politically. What a role model for "Progressives" you are Mr. Cavala... You may keep your apparent seat on the far left and sit all by yourself and/or with fellow like minded "far-left wing fanatics", of those I hope there are few...
